This article analyzes the Reduction of Emissions from Deforestation and Forest Degradation (REDD+) policy process, through the lens of state territorialization in the Lao People's Democratic Republic (Laos). It explores the motivations, mechanisms and strategies that drive REDD+ policy design and its implementation in the country. The provinces selected for REDD+ activities within the Emission Reduction (ER) Program, as well as the various REDD+ pilot projects are located in the north, where shifting cultivation is widespread, but where the potential for REDD+ to address deforestation and carbon sequestration is not optimal. The provinces with high carbon sequestration potential and high rates of deforestation are not part of the ER Program due to development investment projects and political sensitivity in those areas. REDD+ acts as a tool for state territorialization in a number of ways, including: (i) by targeting the areas where shifting cultivation is widely practiced, aiming to regulate village forest uses and users, (ii) by protecting state political, economic and development goals and strategies, by leaving the profitable large-scale drivers of deforestation unaddressed, including large-scale land investments, hydropower, infrastructure and mining development, and finally (iii) by providing additional motives, tools and discourses for state territorialization, including funding, technologies and the narratives that support it. I highlight, however, that REDD+ is not the sole reason for state territorial politics and practices. Rather, the instrument is layered over previous histories of colonial and post-colonial territorialization processes, continuing a similar logic, rhetoric and management practices. The REDD+ design and its technical orientation, however, appear to provide additional motives, as well as a new pool of resources, technical assistance and modern technologies that intensify the practice and politics of state territoriality in Laos.Keywords: Laos, REDD+, state territorialization, forest politics, drivers of deforestation
This research explores the impacts that REDD+ could have on forest tax systems in three countries in sub-Saharan Africa, and considers how policy could be designed to increase the chances that these impacts are positive. To assess this, a methodological framework is identified and adapted. The framework has been used to explore how the implementation of a new policy regime affects the interests and thus behaviours of actors in related, existing regimes. The implementation of REDD+ in relation to forest tax systems seems well suited to such an approach.
This article examines the (re)production of discourses and storylines in the process of policy translation of Reducing Emissions from Deforestation and Forest Degradation (REDD+) in Laos. Applying the concepts of policy discourses and policy translation, we first identify the prominent storylines at the various governance levels in Laos. Second, we compare and contrast these storylines with the global REDD+ discourses. Further, we discuss how different actors' capacities and political agendas shape REDD+ storylines at different levels of governance. We find that national and sub-national storylines portray REDD+ mainly as a tool for supporting Laos' forestry strategy and sustainable forest management; for capacity-building and donor funding; and for village forest management and education of villagers. At the village level, many see REDD+ as a project for various political elites and external actors to control forests and cheat villagers. We conclude that, while globally there is increasing attention to civic-environmentalism in REDD+, neoliberalist and techno-managerial discourses still dominate. At the village level, however, civic-environmentalist ideas, such as social safeguards, benefit sharing, and equity largely disappear and two opposing discourses emerge representing anti-civic ideas and REDD+ resentment. Furthermore, while techno-managerial ideas permeate all levels in Laos, neoliberalist ideas in terms of carbon trading are almost absent. During policy translation, REDD+ thus transforms into "just another" top-down development project. This serves the interest of Laos's techno-managerial elite well, but has little positive prospect for local people and forests. In this perspective, the lack of alternative discourse-coalitions promoting non-carbon benefits, social safeguards, and equity is striking.Key Words: REDD+, Laos, policy translation, environmental discourses, neoliberalism, civic environmentalism
