Моделирование правила денежно-кредитной политики ЦБ РФ с использованием индекса финансового стресса Целью данной работы является поиск правила денежно-кредитной политики ЦБ РФ, позволяющего максимально точно описать его политику в кризисный период. Рассматривается стандартное правило Тейлора на выборке 2003-2015 гг. Производится оценка этого правила для бескризисного и кризис-ного периодов. Доказано, что данное правило не работает в кризисный период. В статье строится модель на основе методологии пороговой авторегрессионной модели с гладкими переходами переключений режимов состояния экономики. Данная модель с включенным в нее разработанным нами индексом финансового стресса предназначена для описания денежно-кредитной политики ЦБ РФ для бескризисного и кризисного периодов. Показано наличие значимого отличия в политике центральных банков в кризисные и бескризисные периоды. В работе предложено модифицированное правило Тейлора, наилучшим образом описы-вающее политику ЦБ РФ в кризисный период на основе эконометрического моделирования. Разработан индикатор финансового стресса для ЦБ РФ и его пороговые значения. Ключевые слова: денежно-кредитная политика, модель Тейлора, индекс финансового стресса.Классификация JEL: G180. ВведениеСогласно основным направлениям денежно-кредитной поли-тики (ДКП) на 2015 г. и период 2016-2017 гг. Банк России с 2015 г. проводит денежно-кредитную политику в рамках режима таргети-рования инфляции. Реализация ДКП, в особенности при переходе к режиму инфляционного таргетирования, требует от монетарных властей понимания функционирования трансмиссионного механизма ДКП, действующего в экономике, т.е. механизма влияния мер ДКП на инфляционные процессы и таргетируемый показатель. В режиме инфляционного таргетирования регулятор должен располагать техни-ческими возможностями моделировать экономику, трансмиссионный механизм и иметь возможность прогнозировать уровень инфляции и выпуска исходя из предпринимаемых действий.Политика центральных банков различных стран существенно и значимо изменяется во время кризисных ситуаций в экономике.
