Resumen. Este trabajo se enfoca en las acciones realizadas por el director de la biblioteca especializada del Observatorio Astronómico Nacional de Chapultepec -más tarde de Tacubaya-el ingeniero civil arquitecto Ángel Anguiano durante el último tercio del siglo XIX, coincidente con la primera etapa porfirista. Con base en una revisión detallada de las fuentes archivísticas primarias que combinó los enfoques histórico y sociológico, encontramos que de acuerdo con el concepto weberiano de burocracia, en esa biblioteca se aplicó una administración científica con énfasis en reglas estrictas que todos los relacionados con ella tenían que acatar. Desde este recinto, el ingeniero Anguiano promovió el nuevo observatorio astronómico y a través de protocolos estandarizados modernos adquirió una selecta colección nacional e internacional de obras especializadas en astronomía práctica y teórica. Esta estrategia permitió a los usuarios estar actualizados, intercambiar conocimientos y formar parte de la sociedad del conocimiento relacionada con la astronomía, la cual ha perdurado hasta hoy. This work focuses on the actions carried out by the director of the specialized library of the National Astronomical Observatory of Chapultepec (later in Tacubaya), the civil engineer Ángel Anguiano during the last third of the 19th century, coinciding with the first Porfirian epoch. Based on the detailed review of the primary archival sources that combined the historical and sociological approach, we find that according to the Weberian concept of bureaucracy, a scientific administration was applied in the library with an emphasis on strict rules, which all related to her had to carry out; from this place, promoted the new astronomical observatory and through modern standardized protocols, acquired and select national and international collection of works specialized in practical and theoretical astronomy. The result of this strategy, allowed the users to be updated, to exchange knowledge and to be part of the knowledge society related to astronomy that has lasted until today.
La investigación examina la gestión del ingeniero civil y arquitectoÁngel Anguiano, director de la agencia estatal el Observatorio Astronómico Nacional de Chapultepec, quien durante el periodo presidencial del general Manuel González Flores, obtuvo considerables recursos económicos para modernizar el observatorio e insertarlo en la comunidad científica internacional. Mostramos que, a la par de haber sido contratado para contribuir en un mapa más preciso de la república mexicana, persuadió a la burocracia del presidente González para que patrocinaran su participación en la colaboración en torno a la observación del tránsito de Venus por enfrente del disco solar en el año de 1882 y calcular la distancia de la Tierra al Sol. Revelamos su habilidad para negociar con los funcionarios públicos la compra de modernos instrumentosópticos, y su liderazgo para organizar delegaciones nacionales y diplomáticas a fin de albergar una comisión francesa. Las fuentes primarias de información las obtuvimos en documentos oficiales nacionales y franceses que evidencian el establecimiento de redes científicas capitalizadas rápidamente. Demostramos que la participación del Observatorio Astronómico Nacional se debió a queÁngel Anguiano ansiaba pertenecer al selecto círculo intelectual de la astronomía internacional e incursionar en las nuevas rutas de la astronomía propuestas por el grupo hegemónico francés, y no a una política científica de estado.
