The upstream Lesti watershed is one of the major watersheds of East Java in Indonesia, covering about 38093 hectares. Although there are enough water resources to meet current demands in the basin, many challenges including high spatial and temporal variability in precipitation from year to year exist. It is essential to understand how the climatic condition affects Lesti River stream flow in each sub basin. This study investigated the applicability of using the Soil and Water Assessment Tool (SWAT) with the incorporation of groundwater recharge prediction in stream flow simulation in the upstream Lesti watershed. Four observation wells in the upstream Lesti watershed were used to evaluate the seasonal and annual variations in the water level and estimate the groundwater recharge in the deep aquifer. The results show that annual water level rise was within the 2800 -5700 mm range in 2007, 3900 -4700 mm in 2008, 3200 -5100 mm in 2009, and 2800 -4600 mm in 2010. Based on the specific yield and the measured water level rise, the area-weighted groundwater predictions at the watershed outlet are 736, 820.9, 786.7, 306.4 mm in 2007, 2008, 2009, and 2010, respectively. The consistency test reveals that the R-square statistical value is greater than 0.7, and the DV (%) ranged from 32 -55.3% in 2007 -2010. Overall, the SWAT model performs better in the wet season flow simulation than the dry season. It is suggested that the SWAT model needs to be improved for stream flow simulation in tropical regions.
National development requires infrastructure as one of the driving wheel of economic growth. One of the main parts of infrastructure development is the construction of highways. Road construction requires many factors to consider before the development process begins, such as factors of materials, equipment, labor, time and cost. In practice, accurate calculations are needed in determining the required amount of each factor, since a slight mistake can cause losses on the part of the contractor that impact the low quality of the highway. In this research used fuzzy logic (fuzzy logic) as decision maker. Because the workings of fuzzy logic represent the way of human thinking that appears from the outside and contained in the form of words. Fuzzy logic is a logic that has the value of vagueness or fuzzyness between right and wrong. In fuzzy logic theory a value can be true or false at the same time. Fuzzy itself in the language is interpreted as or vague.Fuzzy logic has degrees of membership in the vulnerable 0 to 1. Fuzzy logic used as a pointer to the extent to which the value is true and the extent to which the value is wrong, in contrast to classical logic, a value has only two the possibility of being a member of the set or not. Fuzzy logic can also be used as an alternative decision-making as an easy modern control system. The fuzzy logic used is FIS Takagi-Sugeno because of its more efficient computing, works well for linear techniques, works well for adaptive optimization and ensures continuity of results. In this research will also be developed an application that aims to assist users in analyzing and forecasting the needs of what is required in making a highway construction. Using the Takagi_Sugeno FIS based FIS user interface generated in this research, the resulting performance using Fuzzy Logic is better than the manual calculation, it can be seen from the total cost generated from the calculation method. For calculations using Fuzzy Logic has a total cost of Rp.52.950.009.851 while the results of manual calculations of Rp. 54.840.926.051.
ABSTRAKTerminal Nilam Timur merupakan terminal yang mempunyai peruntukan dalam pelayanan komoditi curah cair di Pelabuhan Tanjung Perak. Meningkatnya arus kunjungan kapal di Terminal Nilam Timur dalam melayani komoditi curah cair (CPO) selama ini belum diimbangi dengan adanya pertumbuhan infrastruktur yang memadai, sehingga mengakibatkan rendahnya kegiatan operasional. Sementara itu jumlah dermaga yang digunakan untuk melakukan kegiatan bongkar muat sangat terbatas, sedangkan dari segi waktu cenderung sangat fluktuatif. Oleh karena itu dibutuhkan adanya analisis untuk mengetahui kinerja operasional Terminal Nilam Timur serta arah perbaikannya. Metode yang digunakan dalam kajian ini yaitu analisis deskriptif kondisi eksisting dengan SK-Dirjen Hubla, metode Important Performance Analysis. Kajian ini menghasilkan kinerja operasional dari segi aspek pelayanan kapal yang dinilai kurang baik pada tahun 2015 adalah ET:BT dan waktu pemanduan. Aspek pelayanan barang selama 4 tahun terakhir pencapaian kinerjanya dinilai kurang baik. Sedangkan aspek pelayanan utilitas fasilitas yang mempunyai nilai kurang baik tahun 2013. Berdasarkan analisis kinerja menurut persepsi pengguna jasa dengan metode IPA didapatkan atribut pelayanan yang memerlukan prioritas utama perbaikan yaitu waktu tunggu kapal untuk antri sandar di dermaga (waiting time berth), jumlah ketersediaan peralatan bongkar muat, produktivitas bongkar muat, kecepatan bongkar sesuai dengan penetapan, panjang/jumlah dermaga, tingkat pemakaian dermaga, ketersediaan tangki penimbunan (Silo), ketersediaan tempat berteduh di Terminal Nilam.Kata kunci: kinerja terminal; metode IPA; Standart kinerja. PENDAHULUANTransportasi adalah sektor utama dalam sistem kehidupan dan sistem pemerintahan. Pertumbuhan ekonomi di negara berkembang transportasi bukan hanya sekedar sebagai mobilitas orang atau penduduk dalam negara itu, melainkan dalam hal pendistribusian barang misalnya. Barang dalam jumlah yang besar dan karakteristik tertentu akan didistribusikan menggunakan transportasi laut seperti kapal.Dalam hal ini komoditi minyak sawit/crude palm oil (CPO) banyak dibongkar di pelabuhan tanjung perak. Tanjung perak merupakan pelabuhan yang sangat tinggi arus kunjungan kapalnya dan memiliki 7 terminal antara lain Terminal Petikemas, Kalimas, Jamrud, Berlian, Mirah, Penumpang dan Terminal Nilam. Dengan tingginya arus kunjungan kapal yang masuk di pelabuhan, maka meningkat pula jumlah komoditi yang dibongkar. Sedangkan jumlah dermaga yang terbatas maka akan mempengaruhi kinerja pelayanannya. Terminal Nilam Timur adalah salah satu terminal yang peruntukkanya sebagai kegiatan bongkar muat CPO. Dalam kegiatannya terminal ini kegiatan bongkar muatnya dilakukan langsung ke armada truk (truck lossing).
Business actors in the construction sector in the pre-pandemic period showed good performance, the projects obtained were on target, contract values rose, and operating income increased, until stable liquidity there was no minus, so, before the pandemic, projects were planned according to their schedules, the right targets, to the appropriate cost plan, but after the pandemic, hence the emergence of the government's policy on diverting the project budget for disasters (Covid 19), where this policy is called budget refocusing, the regulation is contained in the 'Regulation of the Minister of Finance of the Republic of Indonesia Number 87 / PMK.07 / 2020'. During the pandemic, construction work can hinder the implementation of the proposed project to show declining performance. The purpose of this study is to find out the factors that influence consultants in construction management activities and also to find out the impact of government policies on budget refocusing on construction project planning. Data collection was carried out by survey through a questionnaire, the respondents to this study were those in a Surabaya consulting company that was directly involved in the field of building construction that was affected by budget refocusing. As for the results of factor analysis in the correlation analysis test, one factor that significantly influences consultants in construction management activities is the factor of high labor wages with a correlation of 0.709. And for the impact of budget refocusing on construction project planning on cost factors, where the indicator is the untimely payment with a test value of 4,369.
