Research background: Sustainable development is the agenda for many countries including Ukraine, which adopted it at the national level and promoted through its regions. As the country is constantly struggling with the results of the military conflict and the impact of the occupation of its part by separatists, which led to economic decrease and emergence of numerous social and environmental issues, the transition of Ukraine to sustainable development path becomes especially important. At the same time, there is no official methodology adopted by the Ukrainian government, how to assess sustainable development of its regions. Availability of objective assessments would contribute to development of the relevant policy recommendations. Purpose of the article: The purpose of the article is to assess sustainable development of the regions in Ukraine and to show the dynamics of performance of the regions before and after the beginning of the military conflict in the East of Ukraine. Methods: We suggest the methodology of calculation of the integral index of sustainable development of the regions in Ukraine. This methodology takes into account the three pillars of sustainable development concept (economic, social and environmental) and uses the data available for all Ukrainian regions from the official statistics source. In order to determine the position of individual regions in the development of the Ukrainian economy and to identify certain groups of regions according to their level of sustainable development, we apply the method of statistical grouping. Findings & Value added: The conducted analyses showed the dynamics of indicators of sustainable development of the Ukrainian regions, the performance of the regions and their affiliation to the corresponding attributive groups. The situation and interrelation of the regions in Ukraine totally changed after the beginning of the military conflict in the East of Ukraine. The Luhansk and Donetsk regions, which are directly affected by the military conflict, became the outsiders among other regions in Ukraine, though before the conflict the values of sustainable development indicators had been above the average values in Ukraine. The leaders among the regions also changed, and the difference between the leaders and the following groups became significant. The results of the analyses allowed to visualize the dynamics of sustainable development of the regions in Ukraine and define the key directions for future development.
The article examines the role of international organizations in promoting sustainable development and achieving sustainable development goals (SDGs) in conflict-affected regions by providing the case of Luhansk region, which since 2014 has lost a significant part of its territory, substantial industrial potential and has got numerous political, social and economic problems due to the military conflict in the East of Ukraine. The international research has already given successful experience of role of international organizations in promoting sustainable development of various problem territories. Investigation of case of Luhansk region is structured around the analysis of presence of international organization in Ukraine as a whole and in Luhansk region as a conflict-affected area, and their activities. Such analysis allowed to distinguish the main directions of international organizations' activities and identify the key sustainable development aspects and SDGs, the achievement of which is possible due to these activities. Even the cursory comparison of the budgets of the region and international organizations made it obvious that the local authorities are incapable of solving the emerged problems and achieving the SDGs in conflict-affected areas without assistance of international community. <abstract> <p>In accordance with international agreements, Ukraine has committed to transitioning to the principles of sustainable development and building a green economy. However, Ukraine's strategic regional planning and financing with the aim of achieving its sustainable development goals remain insufficiently analysed. This paper examines the compliance of Ukraine's regional development strategies against the declared sustainable development concept and goals to determine the amount of funding invested in the measures aimed at "greening" these regions' economies and to compare these investments with the declared measures in accordance with the sustainable development concept. To achieve these objectives, we analysed 24 regional strategies and one city's strategy (Kyiv) with respect to strategic and operational goals relating to sustainable development constituents and the achievement of sustainable development goals. To assess Ukraine's commitment to regional public policy in relation to the sustainable development concept, we analysed the revenues and expenditures of the regional budgets for 2018–2020 and defined the amount of investment in the field of environmental protection and ecology. Comparison of these indicators reveals the formal and subject-matter compliance of regional development strategies with the sustainable development concept as well as real financial support for the environmental development of Ukraine's regions. The main findings allowed us to define Ukraine's commitment to its regional public policy regarding sustainable development and the declarativeness of some regions' statements regarding their commitment to sustainable development, to determine which regions are most relevant to sustainable development strategies and expenditures within the regional budget and to develop recommendations for further research.</p> </abstract>
This article analyses the reform of decentralization in Ukraine and its role in the sustainable development of regions and newly created amalgamated territorial communities (ATCs). The reasons of the reform's implementation and the problems connected with the local management are specified. The study of foreign experience in reforming the administrative and territorial system has made it possible to draw conclusions about the effectiveness of decentralization as an instrument of change. With the beginning of the reform in Ukraine, the processes involving citizens' participation in managing sustainable development of the regions and the ATCs became more active. The analysis of financial decentralization in Ukraine showed the positive dynamics in local budgets' revenues. The development of a new governance model in a community implies involvement of the civil society in management and allocation of local budgets. The participatory budget is shown as a modern and effective instrument of local democracy. The advantages and the main effects of the participatory budgeting in ATCs for the purpose of their sustainable development were defined. A new wave of relocation of universities from the war zone has resulted from the negative consequences of the hostilities and the temporary occupation of the territories of Ukraine by the russian federation. The challenges of today have a multidirectional impact, especially on universities that have been displaced twice. The relocation of each university is a unique experience, and academic management is the object of modern scientific research. Therefore, the paper aims to highlight the experience of gaining resilience and developing the sustainability of Volodymyr Dahl East Ukrainian National University (hereinafter V. Dahl EUNU) during the evacuation in 2014 from the city of Luhansk to the town of Severodonetsk, and in 2022 along the entire movement path to the city of Kyiv. It is determined that the main resources are human and social capital, which allow not only counteractong the challenges of martial law, but also ensuring the restoration of the system and its further development. The introduction of digitalization of the educational process, and work on the development of values and reputation are identified as the main tools for survival in dangerous war conditions. According to the results of the study, it was proved that in the conditions of martial law, the university acquired new qualities and developed the capacity for resilience. The ability of V. Dahl EUNU to use its strengths to overcome dangers and obstacles and to choose strong strategies focused on recovery and development was considered.
