In many cases, the long-term development patterns of research policy still remain blurred. However, historical insights may lead to a better understanding of what makes research funding work. A perspective of 60 years on the situation in Austria exemplifies a system run by a broad set of stakeholders. Consensus among those stakeholders is necessary for the implementation of new elements. Once agreed upon, such elements remain stable for a long time as any change requires a new consensus. Thus individual stakeholders tend to add bypass solutions, while existing principal-agent relationships develop lock-ins. The system needs sufficient pressure to be built up by those factors in order to trigger substantial change.
Bekanntlich beschränkte sich der verstaatlichte Sektor der österreichischen Wirtschaft nicht nur auf die Versorgung mit öffentlichen oder meritorischen Gütern (Post, Telekommunikation, Bahn, Autobahn, Energieversorgung usw.), sondern umfasste auch auf dem Markt tätige Unternehmen. Dabei handelte es sich nicht nur um Unternehmen aus dem Finanzsektor, die auch in anderen Ländern häufig der staatlichen oder teilstaatlichen Sphäre zuzurechnen waren bzw. sind, sondern vor allem auch um Industriebetriebe. Diese waren von den Alliierten als so genanntes "Deutsches Eigentum" beschlagnahmt worden und konnten -wenn auch vorerst nur in den drei westlichen Besatzungszonen -mit den zwei Verstaatlichungsgesetzen 1946/47 ins staatliche Eigentum überführt werden. Damit war ein großer Teil der Industrieproduktion Österreichs unter staatlicher Kontrolle. Im Wesentlichen blieb die Verstaatlichte Industrie -umgangssprachlich meist "die Verstaatlichte" genannt -bis zur Ausgliederung 1966 (und während eines kurzen Intermezzos 1956-59) Teil der staatlichen Verwaltung, die somit jeweils auch direkt in die Unternehmensführung hineinwirken konnte.
On 7 July 2020, the National Council – the first chamber of the Austrian Parliament – passed a package of legislation introducing a new framework for the methods of allocating federal budgets to research, technology, and innovation (RTI). Its core is the Research Financing Act (RFA), complemented by several amendments to existing laws that are necessary for its implementation. Entry into force was on 25 July 2020, the amendments became effective as of 1 January 2021 (BGBl1. I No. 75/20202). The RFA is the biggest legislative project in the field of RTI policy since 2004 when the Research Funding Agency (FFG) was established (Pichler et al. 2007, pp. 329-336; Stampfer et al. 2010, pp. 775-776). For the first time, budget law regulations are now aligned with the needs of institutions performing or funding RTI (Pichler 2021). This article outlines the background and content of the RFA and concludes with a view on the significance of evaluation within the new system.
