After 1980, comprehensive changes have occurred in the public financial management with the effect of globalization. This change has also contained the financial systems of local governments. Local governments in Turkey have been affected by this wave of change and reorganized their financial management systems. Within the scope of citizen-oriented management approach in local service delivery; the quality of local services has gained importance. The most important local service provider is municipalities. In this study, firstly, the search for quality will be mentioned within the scope of new public financial management approach. Then the change in Turkey and legal implications will be discussed. In the next section, municipalities and mukhtars will be evaluated as factors and actors affecting local service quality. The research composed of qualitative and quantitative methods were preferred in the study. Accordingly, the opinions of the mukhtars of İzmir's Buca district on the quality of municipal services were investigated using semi-structured interview technique. In the quantitative research part, results of the research on the quality perception of the mukhtars were included. In the conclusion part of the study, the opinions of the mukhtars on the services of Buca Municipality were evaluated and opinions and suggestions were made in this context.
ÖzetYerel hizmetlerin görülmesinden sorumlu olan mahalli idareler Türkiye'de kanunlar tarafından türlerine göre ayrılmaktadır. En kapsamlı görev ve sorumluluğa sahip olan mahalli idare türü ise belediyelerdir. Belediye türleri hizmet verdikleri alanın genişliği, gelirlerin ve hizmetlerin çeşitliliği gibi değişkenlere göre belirlenmektedir. Belediyelerin çeşitli türlerde olması bir optimal büyüklüğe sahip olma arayışıdır. Belediyelerin farklı nüfus ve hizmet alanı gibi konularda çeşitli ölçeklerde hizmet vermesinin hizmeti veren belediyeler açısından bir takım mali sonuçları bulunmaktadır. Harcamalarını başta vergiler ile finanse eden belediyelerin mümkün olduğu kadar az mali kaynakla daha fazla hizmet vermesi vatandaşlar tarafından beklenmektedir. Bu anlamda Türkiye'deki belediyelerin türlerine ve dolayısıyla hizmet ölçeği büyüklüğüne göre harcamalarını etkin ve verimli bir şekilde yapması değerlendirmeye alınması gereken bir konudur. Bu nedenle çalışmada Türkiye'de bulunan mahalli idareler sistemi içerisinde yer alan büyükşehir belediyeleri ve il belediyeleri bütçeleri ve devamında harcamalarında verimlilik açısından kıyaslanacak ve bu kıyaslama ile belediyelerde optimum büyüklük konusunda çeşitli açılardan değerlendirmelerde bulunulacaktır. AbstractLocal authorities responsible for carrying out local services are separated by their categorisations by law in Turkey. The most comprehensive type of local administration with responsibilities and duties are municipalities. Municipal types are determined by variables such as the breadth of the area they serve, the diversity of revenues and services. The reason why municipalities are various in nature is due to the fact that they essentially seek to have an optimal size. Municipalities have a number of financial consequences for municipalities that provide services on various scales, such as different populations and service areas. It is expected by citizens that municipalities financing their expenditures primarily with taxes should provide more services with as little financial resources as possible. In this sense, municipalities making their expenditures effectively and efficiently according to the type and thus the size of the service scale in Turkey is an issue that needs to be taken into consideration. Therefore, metropolitan municipalities and provincial municipalities within local administrations system in Turkey will be compared in their budgets and then expenditures in terms of efficiency and by the help of this comparison some evaluations will be made in various ways in terms of optimum size of municipalities in this study.
