The COVID-19 outbreak and resultant economic crisis has led to governments in Europe taking extraordinary action to support citizens. Bodies such as the International Labour Organisation (ILO) recommend such measures should include targeted support for the most affected population groups. Women form one of these groups, with disproportionate impacts on their employment and economic resources already documented. Although the disruption brought about by the COVID-19 crisis has the potential to reshape gender relations for everyone's benefit, there are concerns that the crisis will exacerbate underlying gender inequalities. Though these impacts are likely to be felt globally, public policy has the potential to mitigate them and to ensure a gender-sensitive recovery from the crisis. This paper introduces a gendered lens on the employment and social policies European countries have established since the crisis, with a brief comparative analysis of shorttime working schemes in four countries-Germany, Italy, Norway, and the UK. Ongoing research seeks to extend the comparative, gendered analysis of the design, access and impacts of COVID-19 employment and social policies across Europe.
A conditional right to request flexible working arrangements (FWAs) has existed for most UK employee parents since 2003. However, there are growing concerns about access, particularly among fathers. Using nationally representative data from the 2015 UK Household Longitudinal Survey, this article examines fathers’ perceptions of the availability of hours reduction, schedule flexibility and working from home. Results show that almost one-third of fathers believe that FWAs that reduce working hours are unavailable to them, compared with one-tenth of mothers. There are no gender differences in perceptions of availability of schedule and location flexibility. Among fathers, those with lower education levels, in lower status occupations, working in the private sector and in workplaces that do not have trade union presence are more likely to believe that FWAs are unavailable. Therefore, even though most employees now have the right to request FWAs, a significant minority of fathers do not perceive FWAs to be available to them.
This study draws on the nationally representative British Birth Cohort Study (BCS70) to examine (1) the association between social background and early socio-emotional and cognitive competences at age 5 and (2) the relative and independent contributions of early socio-emotional and cognitive competences to educational and socio-economic attainment in adulthood. A multidimensional (multiple exposure, multiple outcome) approach is adopted in conceptualising social background, childhood competences and adult outcomes by age 42. Indicators of social background include parental education, social class, employment status, family income, as well as home ownership, enabling us to test which aspects of socio-economic risk uniquely influence the development of early competences. Indicators of childhood competences include directly assessed cognitive competences (i.e. verbal and visual motor skills), while measures of socio-emotional competences include hyperactivity, good conduct, emotional health and social skills, reported by the child's mother at age 5. Adult outcomes include highest qualifications, social class and household income by age 42. The findings suggest that multiple indicators of social background are associated with both socio-emotional and cognitive competences, although the associations with socio-emotional competences are less strong than those with cognitive competences. We find significant long-term predictive effects of early cognitive skills on adult outcomes, but also independent effects of socioemotional competences, in particular self-regulation, over and above the role of family background. The study supports calls for early interventions aiming to reduce family socio-economic risk exposure and supporting the development of cognitive skills and self-regulation (i.e. reducing hyperactivity and conduct problems).
Educational inequalities are one of the most critical issues facing contemporary societies. While there is a substantial body of quantitative literature tracking inequalities in education based on students' characteristics, an emerging literature is applying the concept of intersectionality to acknowledge the multiple, overlapping impact of these characteristics. We discuss the contributions of intersectionality to quantitative research on (vertical and horizontal) educational inequalities (attainment and subject choice). We then discuss the limitations inherent in this work, along with methodological innovations aimed at addressing these limitations. Finally, we make recommendations for researchers, to encourage greater use of intersectionality in quantitative educational research and thereby to deepen our knowledge of inequalities.
Adolescent agency has been identified as a central aspect in the study of social mobility and status attainment. There is however still a lack of understanding of (a) how different SES dimensions influence the expression of multiple dimensions of agency; (b) the interplay of SES and adolescent agency in shaping adult outcomes; and (c) variations in these associations by gender. Focusing on educational mobility, this study adopts a multiple exposure multiple outcome approach specifying the associations between multiple SES dimensions and multiple indicators of domain-specific agency and their relative role as predictors of educational attainment, also testing for potential gender differences. The study draws on data collected for the nationally representative Longitudinal Study of Young People in England, comprising 6719 individuals born in 1989/90 (48% female; 85% first generation students; 15% ethnic minority status). The findings show that multiple SES indicators independently influence the expression of different agency dimensions, in particular regarding educational intentions and success expectations. Moreover, multiple dimensions of education-related agency are significant predictors of enrolment in university by age 20 and degree completion by age 25, after controlling for family SES, ethnicity, and prior academic attainment. The evidence points to mainly independent agency effects and provides some support for compensatory effects regarding school engagement. Although females report higher levels of education-related agency, the manifestation of agency benefits both males and females equally. The findings suggest that critical insights into social mobility processes can be gained when using more complex models that take into account multiple dimensions of SES and agency and their interactions over time.
