Neste trabalho exponho algumas das conclusões acerca do "feminismo de Estado" em Portugal, tema pouco estudado no país e objeto central da minha investigação de doutoramento em Sociologia do Estado, Direito e Administração (FEUC/CES). Na pesquisa interroguei a ação do Estado português na promoção da igualdade de mulheres e homens desde 1970, concretamente o papel que a atualmente designada Comissão para a Cidadania e Igualdade de Género (CIG) como mecanismo oficial para a igualdade tem vindo a desempenhar em articulação com os movimentos de mulheres na promoção de políticas públicas de igualdade. Explicito, aqui, os principais desafios com que se confrontam a Comissão e as associações de mulheres, designadamente, o do mainstreaming de género, da politicização da área, da nova gestão pública, da adoção da linguagem de "género", da alteração da relação com as ONGs e da inclusão de novos representantes e novos eixos de desigualdade.
This paper aims to contribute towards a better understanding of the dynamics of women's movements and their relations with institutions, political parties and the official mechanisms used to promote gender equality. It is the outcome of the first study on State feminism in Portugal. Our research was carried out using a case study which focused on the main gender equality official mechanism and its networks, which required a qualitative approach. We concluded that currently, while the Portuguese State is confronted with its persistent inability to implement gender equality policies, the present situation of Portuguese women's movements is that of redefining and adjusting to the major challenge of reinvention and resignification within a very difficult external environment.
ROSA MONTEIRO A Política de Quotas em Portugal: O papel dos partidos políticos e do feminismo de Estado a designada Lei da Paridade representa um marco importantíssimo na promoção da igualdade de mulheres e homens em Portugal. a sua relevância advém de vários factores, dentre os quais se destaca o seu impacto num sistema eleitoral que a inércia do sistema político-partidário tem sido incapaz de alterar. na análise do surgimento das políticas de quotas em Portugal, o papel do principal mecanismo oficial para a igualdade, ou seja, da Comissão para a Cidadania e a igualdade de Género, e das suas redes não tem sido estudado. Ora, como refere mona Lena Krook, esforços para aumentar o número de mulheres em cargos políticos raramente acontecem na ausência de mobilização de mulheres. adoptando a abordagem do feminismo de estado, exploro aqui o papel da Comissão como uma entidade decisiva na apresentação das reivindicações feministas perante o estado, um papel que tem sido sistematicamente ignorado, e explicito a forma como este mecanismo e as associações de mulheres em seu torno contribuíram para a promoção da agenda da participação das mulheres na política em Portugal. Introdução A questão da participação das mulheres na política apenas conheceu um avanço legislativo significativo, em Portugal, em 2006, com a designada "Lei da Paridade" (Lei Orgânica 3/2006, 21 de Agosto), que vincula uma representação de pelo menos 33% de ambos os sexos nas listas eleitorais para a Assembleia da República, para o Parlamento Europeu e para as autarquias locais. Ela resultou da aprovação do PL 224/X, do Partido Socialista (PS), tendo contado com os votos a favor do PS, abstenção do Bloco de Esquerda (BE) e votos contra do Partido Social Democrata (PSD), Centro Democrático Social (CDS), Partido Comunista Português (PCP) e Partido Ecologista os Verdes (PEV). ResumoEste trabalho parte do pressuposto de que a crise não é neutra, antes tendo impactos diferenciados nas condições de vida de mulheres e de homens. Analisamos os impactos da crise e das medidas tomadas em nome do seu combate pelos XVIII e XIX Governos Constitucionais, desde 2009, bem como os respetivos efeitos complexos e diferenciados sobre a situação individual, social e económica de mulheres e homens, em Portugal. Exploramos a forma como as transformações ocorridas no emprego, e nas condições de proteção social associadas determinam uma generalização da precariedade a ambos os sexos, e perdas significativas de autonomia para as mulheres, refamilização dos cuidados e um risco de retorno a um passado desigualitário e assimétrico.Palavras-chave: austeridade, emprego, refamilização, regime de bem-estar social, Portugal. AbstractAusterity, employment and welfare regime in Portugal: in a process of refamilisation? This paper assumes that the crisis is not neutral, having different impacts on the living conditions of women and men. We analyse the impacts of the crisis and of the measures taken to tackle it by the 18th and 19th Constitutional Governments since 2009. We analyse as well its complex and differentiated effects on individual, social and economic situation of women and men in Portugal. The paper explores how the changes occurred in employment and associated social protection conditions determine a generalization of job precariousness to both sexes, and significant losses of autonomy for women, refamilisation of care and a significant risk of return to an unequal and unbalanced past.Keywords: austerity, employment, refamilisation, welfare regime, Portugal. ResumenAusteridad, empleo e regimen de bienestar social en Portugal: en processo de refamilización?En este trabajo se asume que la crisis no es neutral, pero que tienen diferentes impactos en las condiciones de vida de mujeres y hombres. Hemos analizado los impactos de la crisis y de las medidas adoptadas para combatirla por los XVIII y XIX gobiernos constitucionales, desde el año 2009. Resumo: Este artigo problematiza a adequação das respostas sociais dirigidas às pessoas idosas, como parte integrante das políticas de proteção social na velhice, em expansão, em Portugal desde o processo de democratização e modernização do pós-25 de abril de 1974. São analisadas as respostas sociais dirigidas à população idosa desde 1974. Conclui-se por descoincidências e ausências que implicam redefinição de políticas com efetiva sincronização entre diagnósticos sociais e serviço público.Palavras-chave: Pessoas idosas. Abstract:In this article it is discussed the adequacy of the social responses aimed at the elderly, as an integrating part of the social protection policies in old age. Such policies have been expanding in Portugal since the post-25th-ofApril-of-1974 democratization and modernization process. The social responses aimed at the elderly from 1974 on are analyzed. The conclusion is that there are non-coincidences and absences that imply policy redefinition with effective synchronization between social diagnoses and the public service.
