This paper explores the motivations and meanings of international student mobility. Central to the discussion are the results of a large questionnaire survey and associated in-depth interviews with UK students enrolled in universities in six countries from around the world. The results suggest, first, that several different dimensions of social and cultural capital are accrued through study abroad. It is argued that the search for 'world class' education has taken on new significance. Second, the paper argues that analysis of student mobility should not be confined to a framework that separates study abroad from the wider life-course aspirations of students. It is argued that these insights go beyond existing theorisations of international student mobility to incorporate recognition of diverse approaches to difference within cultures of mobility, including class reproduction of distinction, broader notions of distinction within the life-plans of individual students, and how 'reputations' associated with educational destinations are structured by individuals, institutions and states in a global higher education system that produces differentially mediated geographies of international student mobility.

This essay examines the recent emergence of migration and development as a major area of policy concern. The focus up to now has been almost entirely upon international migration, which accounts for the minority of people who move. A consensus has emerged that migration can be managed so as to promote development, and the essay critically assesses three of the major areas of concern: remittances, skilled migration, and the diaspora. While welcoming the growing acceptance that migration is no longer seen as negative for development, the essay cautions against essentializing migration and placing too great a responsibility upon migrant agency at the expense of the institutional change necessary to bring about development. Internal as well as international migrations will need to be integrated into any development framework, and it is further argued that these migrations are essentially a consequence of development. Planning for migration as an outcome rather than a cause of development is likely to provide a more balanced policy approach.

This paper introduces four versions of an international bilateral migration stock database for 226 by 226 countries and territories. The first three versions each consist of two matrices, the first containing migrants defined by country of birth, i.e. the foreign-born population, the second, by nationality, i.e. the foreign population. Wherever possible, the information is collected from the 2000 round of censuses, though older data are included where this information was unavailable. The first version of the matrices contains as much data as could be collated at the time of writing but also contains gaps. The later versions progressively employ a variety of techniques to estimate the missing data. The final matrix, comprising only the foreign-born, attempts to reconcile all of the available information to provide the researcher with a single and complete matrix of international bilateral migrant stocks. The final section of the paper describes some of the patterns evident in the database.
