The purpose of the study is to scientifically substantiate the place and role of regulatory support in the formation of financial security, study the factors influencing its level and identify ways to improve it. The study used general scientific and special research methods: analysis, synthesis, methods of systematization and logical generalization − when disclosing the theoretical provisions of the financial security of the state and its legal regulation; correlation and regression analysis, econometric methods and models − to determine and study the influence of factor values on the volume of gold and foreign exchange reserves of the NBU; method of expert assessments − when developing recommendations for the formation of an effective mechanism for ensuring the financial security of the state, a graphical method. The nature and significance of the legal support of financial security are outlined, which is aimed at creating an improved legal framework and a system for controlling financial business entities in order to detect and prevent financial crimes. The factors influencing the level of the state’s financial security are considered. Their influence on the volume of gold and exchange reserves of the National Bank of Ukraine which in the conditions of financial stability should be balanced is determined. The mechanism to ensure the state’s financial security is offered, which further contributes to the implementation of a set of legal, structural and organizational, procedural, personnel, technological and resource tasks. In the future special attention should be paid to improving the current legal framework that would protect the interests of entities of a financial system from illegal encroachment and help recover offense damages. All these measures will contribute to raising the level of the state’s financial security and will help integrate the state into the international financial and economic space.
The purpose of the study involves the presentation of a methodological approach to planning in the management system of innovative and production activities of enterprises for the sustainable economic development of the region. To achieve the goals set, a number of methods were used that formed the research methodology. The main practical method that was used is the method of functional modeling and graphical demonstration of the process. The method is a modeling technique with specific goals and sub-processes to achieve it (IDEF). The results of the study demonstrated the formation of decompositions of models, each of which offers certain areas for improving planning in the management system of innovative and production activities of enterprises for the sustainable economic development of the region. The model was presented in the practice of several enterprises in a particular region. The model has all the principles of effective application for the implementation of the planning function in the management system of innovative and production activities of enterprises for the sustainable economic development of the region. Originality is manifested in the application of existing methods in a new field.
The global acceleration and deepening of integration processes present modern states with the need to develop an optimal model of international legal interaction, which will make it possible to most effectively introduce foreign experience into the national legal system. Ukraine is no exception -the prospect of its integration into the European Union necessitates changes in various spheres of social life -political, economic, cultural, etc. However, it should be recognized: the central element of the mechanism of such rapprochement is law, and legal integration is a key form of European integration1. That is why an essential element of the further development of the legal system of Ukraine is the achievement of a certain level of consistency of the legislation of our country and the practice of its implementation with EU law.The Council of Europe, together with the states, continues to cooperate to ensure the effective implementation of the existing legal framework and strengthen the capacity of national institutions to harmonize national legislation and practice with European standards in order to promote human rights, strengthen the rule of law and ensure democratic principles of governance in the budgetary sphere.The action plan will focus on the effective implementation of the existing legislative framework, part of which was prepared within the framework of the previous ones. Such support will continue to be aimed at strengthening the capacity of relevant national institutions to function effectively. These capabilities include the ability to address gender issues and facilitate constructive dialogue between the government and civil society. The Council of Europe intends to gradually expand its coverage to the entire country, including the conflict-affected territories controlled by the authorities. Special emphasis will be placed on deepening coordination and interaction between national partners representing all branches of government, as well as between specialist groups and NGOs.
In this article states that Ukraine continues to implement active measures to reform public authorities, local governments, energy system, economic climate, law enforcement, social protection systems for vulnerable groups and more. The state aims to form a stable and perfect national financial system, as this is one of the main conditions for the effective development of the national economy and creating the conditions for the well-being of the population. However, the construction of an effective national financial system is impossible without its interaction with the world economy, which is characterized by the process of globalization. In addition, such modernization and reform require significant resources, which are usually lacking in Ukraine. That is why the cooperation of Ukraine with international organizations in the field of public finance comes to the fore. International financial organizations are becoming increasingly important in international economic and financial relations, as their network carries a significant share of global investment, there is a purchase and sale of currency to finance export-import operations, and so on. In addition, given the globalization processes in the world and the needs of developing countries, international financial organizations today play a key role in implementing reforms in major areas of public life, helping to minimize possible crises in national financial systems. Cooperation with international financial organizations is also an integral part of the foreign policy of our state, as well as an activist for the development of financial and economic Ukraine. Such cooperation has an impact on public financial activities, the peculiarities of the formation, distribution and use of monetary resources, as well as the organization of money circulation and financial control. What is meant by «international financial organization»? To address this issue should turn to the achievements of international science. Administrative and financial law. International financial organizations are organizations established under several states that are subjects of public international law and which provide financial resources to member states of international financial organizations on the terms specified in their documents. In the international steam literature, the concept of international financial organizations is also understood as such an organization, which is endowed by its members with competent activities in the monetary and financial sphere and which is more or less involved in the functioning of the international financial system.
The main purpose of the study is to form a methodological approach to the management system of innovative activities at enterprises in the context of their economic development. To achieve this purpose, a methodical approach was formed containing a certain set of methods, the main of which is the methodology of functional modeling and graphic representation – IDEF0. As a result, the main decompositions of our model were presented with the proposed ways to improve the management system of innovative activities at the enterprise, taking into account the main goals of economic development. Our study was presented in the work of several companies in Eastern Europe to identify its effectiveness and convenience. The flexibility of the model makes it possible to effectively apply it in the practical activities of many enterprises. The originality of the research results implies the application of the existing methodology in a new area for it, namely in the management system of innovative activities and innovative development of the enterprise. The study has several limitations, which are primarily related to the fact that, due to the conditions of the pandemic, its practical application took place exclusively at Ukrainian enterprises.
