As Zonas de Processamento de Exportação (ZPEs) são aglomerações industriais, estruturadas visando atrair investimentos estrangeiros e desenvolver regiões, por meio da geração de divisas, especialização da indústria e aumento das exportações. China e México optaram pela criação de ZPEs e têm motivado diversos países a formularem propostas para implementação desse tipo de aglomeração. No Brasil, dos anos 1990 até 2019 foram criadas 25 ZPEs, visando o desenvolvimento de diversas regiões do país, mas apenas a unidade em Pecém-CE deu início a suas atividades. Neste contexto, este artigo tem por objetivo descrever, a partir de levantamento bibliográfico, as experiências de implementação de duas ZPEs - China e México – colocando em evidência as especificidades e peculiaridades desses dois casos. Destacaram-se como fatores positivos, para a implementação das ZPEs nesses dois países, além de condições geográficas e socioeconômicas: capacidade do Estado em articular políticas favoráveis; empreendedorismo interno; combinação de estratégias relacionadas a custos de produção e vantagens locacionais; infraestrutura logística e planejamento estratégico. Portanto, apenas desejos e planos de países e regiões de criação de ZPE’s não garantem a implementação desse tipo de projeto.
