El sector de la construcción en Bogotá ha crecido de forma constante en los últimos años, concentrando entre 20 a 30 % del PIB de la construcción colombiana [3] y con esto se ha venido incrementado la producción de residuos generados. Lo que resulta grave, es la problemática generada por la escases de materia prima cerca al núcleo urbano y el agotamiento de los sitios de vertido autorizados. El reciclaje de residuos de construcción y demolición (RCD) como agregados es una práctica, relativamente difundida en los países desarrollados, para prevenir la contaminación ambiental y disminuir el impacto de la extracción de agregados vírgenes. En Colombia, es un objetivo novedoso que se han venido trazando las entidades públicas encargadas de gestionar la construcción y el medio ambiente. En este artículo se discute el tema de la generación y gestión de los residuos generados por la construcción en Bogotá, además de las políticas publicas y condiciones necesarias para que la actividad del reciclaje de agregados se convierta en una posibilidad viable en nuestro contexto y se trasen conclusiones alrededor de las oportunidades y retos necesarios para alcanzar una gestión total de los RCD.
Los residuos sólidos provenientes del concreto y de otros materiales como cerámicos, yeso, material granular y otros contaminantes como la madera, vidrio, metal, sobrante de las actividades de construcción, reparación o demolición de las obras civiles o de otras actividades conexas, complementarias o análogas es llamado residuo de construcción y demolición y abreviado mediante las siglas RCD. Mencionados residuos presentan distintas propiedades a los agregados naturales, entre ellas se encuentran una mayor absorción, menor densidad, menor resistencia, menor dureza y menor desgaste (concretos, cerámicos); la diferencia en dichas propiedades estará ligada directamente a la calidad del concreto del cual proceda y de la presencia de contaminantes e impurezas. Actualmente en la ciudad de Bogotá D.C., se generan ochenta millones de metros cúbicos por año con una tasa de crecimiento cercana al 5.2% anual. Los sitios de disposición final, también llamados escombreras, confrontan una serie de problemas de disponibilidad de lotes y afectación de cauces naturales, razón por la cual mencionados sitios cada vez resultan insuficientes para acoger los crecientes volúmenes de residuos generados por la vigorosa actividad constructiva de la ciudad. Con un simple aprovechamiento del 25% de los residuos generados en el distrito capital, podría llegarse a reducir la disposición en 12 años en un 74% aproximadamente. El propósito de este estudio es demostrar que la gestión de RCD en la ciudad de Bogotá D.C., puede ser asumida por medio de organizaciones (privadas y/o públicas), previamente constituidas ó inversiones (nacionales o extranjeras) mediante un análisis económico-financiero, elaborando indicadores de riesgo e inversión, además de determinar las opciones técnicas que se requieren para cada proceso de generación, clasificación, transporte, disposición y reutilización de escombros; para esto se realizaron convenios con sitios de disposición final para realizar una valoración sobre el material generado, luego el material fue procesado y llevado al laboratorio para realizar una caracterización física y mecánica del material pétreo (concreto reciclado) bajo los parámetros de las especificaciones técnicas I.N.V.E., dando resultados satisfactorios para la construcción de bases, subbases, material pétreo para concretos hidráulicos y asfalticos, así como la generación de productos innovadores entre ellos una loseta permeable para senderos peatonales. Al finalizar nuestra investigación se realizará una propuesta para promover arreglos institucionales u organizativos que logren incitar la gestión del reciclaje de forma efectiva en la ciudad.
