El propósito de este artículo es identificar y explicar las causas de la baja calidad de la educación primaria y secundaria en Colombia durante los treinta años de dominio del partido conservador a principios del siglo XX, detectadas por varios intelectuales de la época, quienes argumentaron que el problema procedía de la mezcla de factores de índole eugenésico propios de la mezcla racial y cultural resultante de la época de la colonia, con la inexistencia de una facultad de estudios superiores que formara docentes altamente calificados, la falta de reconocimiento social del docente y la pobre remuneración de los mismos, motivo por el cual propusieron la realización de una reforma estructural del sistema educativo que se apalancara en la creación de la carrera universitaria de profesor y en la importación de los preceptos pedagógicos de la Escuela Nueva.
Objetivo: Ilustrar el proceso histórico que condujo al reconocimiento y a la legitimación social y profesional de la ingeniería, así como la construcción de la identidad social de los ingenieros en varios países de Latinoamérica, particularmente en Colombia. Metodología: Parte de la perspectiva del colectivismo metodológico, en el que las condiciones materiales y culturales son fundamentales para contextualizar y explicar los procesos de construcción de identidad social. Resultados: La profesión de ingeniero adquirió relevancia social, económica y política desde que el Estado la adoptó como la profesión del futuro, esa sin la cual ningún país podría alcanzar el desarrollo y progreso material. Conclusión: El ingeniero adquirió una imagen social positiva relacionada con el espíritu racionalista y pragmático de la época y de su oficio.
El presente artículo bosqueja ciertas observaciones por considerar a la hora de emprender el ejercicio de una investigación empírico-histórica que condujera al conocimiento del proceso de elaboración de identidad cultural, en la dimensión de la identidad social que hace que un grupo profesional se vea y haga ver como algo único y cohesionado, ejercicio organizado en cuatro acápites, el primero de ellos de índole historiográfico y los otros tres de estricto orden conceptual. Frente al primero de ellos, se aborda el dilema de delimitar el espacio en el que se mueve el objeto de estudio; en lo que toca a los otros tres, se optó por acoplar la investigación con los siguientes conceptos: modernización, profesión e identidad social; temas de cuya articulación dependerá el análisis de los acontecimientos, hitos y dinámicas del periodo anotado.
El presente artículo adelanta un ejercicio académico en torno a la política pública educativa para primaria y secundaria adelantada por el Estado durante doscientos años y un poco más de vida republicana, concentrándose en las variables de los objetivos, la cobertura y la calidad. Con este fin, se examinaron fuentes primarias y secundarias, desde instituciones del Gobierno hasta personajes públicos interesados en el tema, que trataban la preocupación de crear una política de educación sólida y pertinente, que llegara al mayor número posible de hogares y que estuviera en sintonía con el diseño de una mecánica cultural, social e ideológica propia de una nación liberal y democrática que estaba insertándose en el capitalismo.
La explicación de toda esta trayectoria histórica se encuentra dividida en tres partes. La primera de ellas aborda el ciclo independentista, comprendido entre 1810 y 1821, en el que se destaca el ingente esfuerzo de los criollos ilustrados por sentar los cimientos de un sistema de educación en medio de la instabilidad política de la coyuntura. La segunda parte va entre la expedición de la Ley del 6 de agosto de 1821 y del Decreto 429 del 20 de enero de 1893, ambas normas concebidas a partir de la búsqueda de una fórmula estructural adecuada para forjar una educación útil y de calidad. La tercera y última parte abarca el siglo XX, desde la Ley 39 de 1903 hasta la promulgación de la Ley 115 de 1994 y los efectos de esta última hasta el momento presente.
