O debate sobre a problemática ambiental iniciouse de maneira mais significativa por volta de 1960. A comunidade científica, neste período, assumiu um papel importante para o afloramento deste tema. Esta questão se firma no cenário da política internacional quando são realizadas conferências internacionais sobre o meio ambiente (Estocolmo 1972, Rio 1992 e Johanesburgo 2002) com o objetivo de se pensar alternativas sustentáveis para os padrões de consumo e de produção da sociedade moderna. De acordo com Martins (2008), um dos fatores que contribuem para a consolidação da temática ambiental é sua associação com a racionalidade econômica e com o conhecimento técnico-científico. Este processo promoveu uma conveniente similaridade desta questão com as variáveis econômicas que já compunham as mesas de decisões políticas. À medida que a questão ambiental passa a ser incorporada pelas instâncias de governo, ela adquire uma nova forma de desenvolvimento e organicidade. Contudo, a maneira como este tema foi sendo incorporado no campo das decisões políticas é passível de interpretações críticas, principalmente com relação aos limites dos princípios econômicos neoclássicos como forma de norteamento para as políticas sócioambientais (Martins, 2004; Leff, 2006).
