Public policy in a democracy can not be attached to the frames of scientific knowledge nor those of instrumental reason. This paper suggests the incorporation of practical reason in the public policy process drawing on the contributions of political and moral philosophy. It takes up two proposals that aim in this direction: the model of deliberative democracy of Jürgen Habermas and the IC procedure (categorical imperative) of John Rawls. The incorporation of practical reason in the public policy process is possible, as exemplified by the model of participatory government with decision power, and by itself contributes to the deepening of democracy.Keywords: public policy, instrumental rationality, practical reason, deliberative politics, democracy.
ResumenLas políticas públicas en una democracia no pueden sujetarse a los marcos del conocimiento científico ni tampoco a los de la razón instrumental. El trabajo sugiere la incorporación de la razón práctica en el proceso de las políticas públicas recurriendo a los aportes de la filosofía política y moral. Retoma dos propuestas que hoy apuntan en esta dirección: el modelo de democracia deliberativa de Jürgen Habermas y el procedimiento IC (imperativo categórico) de John Rawls. <p>Como aspiración democrática, la participación ciudadana no queda a salvo en los marcos de la democracia representativa, ni tampoco en el contexto de la sociedad plural o sociedad civil organizada, con su inevitable carga de desigualdad política y socioeconómica de los actores y la exclusión de los ciudadanos no organizados. Si se busca la participación amplia de la base social es necesario estimularla; no es un punto de arranque sino un objetivo. La democracia participativa es posible pero requiere de un cuidadoso diseño institucional, reglas y procedimientos claros, una resuelta voluntad política y un entorno social favorable. Vista como objetivo de política pública, la democracia participativa obliga a promover la más amplia participación de la base social.</p>
ResumenFrente a los modelos de gobernanza sociopolítica, hoy en boga en América Latina, el artículo propone volver la vista a la arena política tradicional. Con base en la distinción analítica de Touraine entre Estado, sociedad civil y sociedad política, se aborda la relación entre democracia y políticas públicas, distinguiendo entre diversas formas de participación de los actores sociales y políticos. En Amé-rica Latina, la región más desigual del mundo, la democracia sólo puede ser social. La lucha por las reivindicaciones democráticas siempre es posible y, si logra fortalecer lo necesario a los movimientos sociales, grupos comunitarios y nuevos sujetos sociales, puede cambiar la correlación de fuerzas en determinadas áreas de la política pública en favor de intereses sociales más amplios.
