Over the last two decades, a feminist critique of gender-blind transportation research and planning has generated a spate of research into 'women and transport'. This article critically reviews this literature, and argues that it has come to focus on a relatively limited range of research problems (notably journey-to-work travel) at the expense of other relevant issues. An alternative approach is suggested which redefines the topic as 'gender and daily mobility' and incorporates it within a larger theoretical project investigating social and cultural geographies of mobility. Some areas of scholarship associated with the 'cultural turn' are explored to illustrate the potential for new approaches. The article then argues that future research on the topic must be based on a more systematic treatment of gender as a theoretical concept. A framework of analysis is outlined which identifies aspects of gender as a social category and symbolic code, and links it to aspects of daily mobility. The article outlines potential research questions identified through this analysis, and draws attention to a wide range of literature which may be brought to bear on the redefined topic area.

Summary. This paper examines the rights of disabled people to access public spaces in Western societies through an analysis of the provision of accessible public toilets in Ireland. Providing a critical analysis around the themes of social justice and citizenship, the investigation is based on an examination of present-day planning legislation, interviews conducted with 35 disabled people-19 in the Republic of Ireland and 16 in Northern Ireland-and a case study of one particular town, Newbridge, County Kildare, Ireland. These data reveal that in Ireland and the UK, planning legislation is weak and often not enforced. Accessible public toilets are few and far between; those that do exist are often poorly designed; and, this lack of provision severely delimits the daily spatial behaviour of disabled people. This lack of provision, it is argued, is expressive of a wider set of ableist power geometries and signi es that disabled people do not, as yet, have the same civil rights as non-disabled people.

To understand local government social welfare policies in large metropolitan areas, we need to pay attention to the processes by which amorphous social problems are translated into well-defined services amenable to local government structures of provision, and we need to place these processes within an interjurisdictional context that is more complex than a simple`city^suburb' binary opposition. In this paper I explore the interjurisdictional allocation of responsibility for social welfare in a fragmented metropolitan region, through a case study of city responses to the suburbanisation of homelessness in Los Angeles County in the 1990s. The results of a 1991 survey of all eighty-five local governments in the county revealed wide variations in the extent to which cities acknowledged responsibility for dealing with homelessness, and in the forms of actions adopted by cities. Some city characteristics (population size, median household income, and charter city status) were significant factors affecting the level of action on homelessness. However, the variation in city action must also be understood as a product of the metropolitan context, where city officials develop welfare policies with close attention to the actions of neighbouring cities, and with a keen awareness of the opportunities for burden shifting and`beggar thy neighbour' responses. Although the relative mobility of homeless people (both forced and voluntary) heightens the impact of policy disparities among cities, a similar scenario can be imagined for other social needs in a politically fragmented region.
