O Brasil é um país com grande disponibilidade hídrica. No entanto, expõe também situações conflituosas de abundância e escassez de água, sendo necessário dos governos, dos usuários e da sociedade civil, um melhor planejamento na gestão de sua utilização e na solução para inúmeros conflitos que podem surgir. Portanto, este trabalho tem por objetivo apresentar casos de conflitos relatados referente ao uso da água no estado da Bahia, na bacia hidrográfica do rio São Francisco (BHSF), especificamente nas sub-bacias do rio Salitre e dos rios Verde e Jacaré. Foi realizada uma pesquisa bibliográfica que destaca várias situações de conflitos na região estudada e sugestões de soluções para uma melhor gestão dessas colocações envolvendo diversos atores que podem contribuir para melhorar e definir as demandas de águas nas regiões. A bacia hidrográfica do rio São Francisco é extensa e abrange vários estados, no qual se observa que o fundamento principal dos conflitos pelo uso da água é motivado especialmente em relação as atividades produtivas e socioeconomicas nas bacias, com destaque às atividades agrícolas, a superexplotação dos recursos hídricos, o número excessivo de barramentos entre outros. Esses conflitos apresentados indicam uma carência de medidas mais eficazes para que a gestão consiga resolver os problemas da região e para proporcionar a população envolvida uma condição melhor no que tange aos recursos hídricos.
Since the 1940s, the number of people living in Brazilian cities doubled, however, the process of cities growth has occurred in a disordered manner, resulting in several socio-environmental problems, mainly during the rainy season, when the events of floods and landslides are more frequent. João Monlevade is a municipality in Minas Gerais that has a history of disasters. Thus, this study aims to analyze the flooding events recorded in the Carneirinhos sub-basin, located in João Monlevade, Minas Gerais state, their impacts, as well as the meteorological systems acting in the occurrence period. Firstly, the study area was delimited and characterized, data collection related to the historical series of flood events that occurred in the hydrographic sub-basin of the Carneirinhos stream, during the period from 1969 to 2020, was carried out. Secondly, the meteorological systems acting on the event data were identified. From the results obtained, it is possible to verify that Carneirinhos stream recorded 14 flood events according to the management organizations of the municipality. These events are mainly associated with the South Atlantic Convergence Zone or with Humidity Convergence Zones. Some possible factors that may justify an occurrence of these events are changes in hydrological patterns due to climate change, the stream’s canalization, possible flaws in the design of the basin drainage system design, and / or a combination of all these factors. Finally, it is recommended that studies be carried out on the current drainage system in the municipality, addressing the dimensioning of the existent galleries to face future changes, since some studies point to an increase in the frequency of flood events.
O presente artigo realizou uma análise técnica sobre uma área declarada de conflitos pelos usos de recursos hídricos, na bacia hidrográfica do córrego dos Quatis, localizada no município de Itueta, Minas Gerais e teve como principal objetivo analisar o conflito pelo uso da água identificado no local. A pesquisa foi embasada no documento de Análise de Conflito pelo Uso da Água (ACUA) nº 01/2019, cedido pelo Instituto Mineiro de Gestão das Águas (IGAM), com informações relativas a usuários outorgados e de usos insignificantes, vazões da bacia, relações demanda x disponibilidade, e mapa de uso e ocupação do solo. Os resultados obtidos pelo ACUA retornaram valores de déficit hídrico na relação demanda x disponibilidade, além de estarem apoiados no mapa de uso e ocupação do solo com usos voltados principalmente a irrigação; e as soluções encontradas para o conflito ficaram relacionadas à instituição de uma Comissão Gestora Local e a elaboração do termo de alocação de água para a outorga coletiva. Por fim, além das soluções apontadas para minimizar ou resolver o conflito, foram indicadas outras iniciativas relacionadas a projetos ambientais para aumentar o potencial hídrico da região.
O modelo atual de gestão de recursos hídricos no Brasil deve ser integrado e descentralizado, conforme estabelece a Política Nacional de Recursos Hídricos. Esse modelo propõe uma gestão com a participação do poder público, da sociedade civil e dos usuários de cada bacia. O objetivo deste estudo foi avaliar a governança da água, especificamente em relação ao processo de descentralização, no que se refere a participação dos comitês de bacia hidrográfica, com foco no comitê da bacia hidrográfica do rio das Velhas (CBHVelhas). Sendo assim, para alcançar os objetivos deste artigo, foram feitas coletas e organização de dados secundários. Neste estudo, evidenciou que a CBHVelhas apesar de enfrentar muitas fragilidades, executa a maioria das funções que lhes são atribuídas. No entanto, percebeu que o comitê necessita de maior autonomia e de uma maior participação dos membros e da sociedade civil. Além disso, precisa de uma maior atuação nas decisões referentes a bacia do rio das Velhas. Assim, verificou-se, para que o processo de descentralização se concretize, são necessários o fortalecimento e a ampliação da representatividade das instituições nos comitês de bacia, com vistas nos trabalhos a serem desenvolvidos nas câmaras técnicas e a participação mais efetiva dos subcomitês na tomada de decisões.
