O distanciamento físico implementado para evitar a propagação do Covid-19 levou à suspensão das aulas presenciais, ou seja, ao fechamento das escolas. Estados com menor capacidade de enfrentar as consequências da pandemia transformaram essa medida transitória em permanente, o que agravou as desigualdades. Foi o caso do Brasil, que, em meio à crise do pacto federativo, recorreu a programas de ensino a distância fragmentados e desordenados. Este artigo compara o tempo de resposta ao fechamento de escolas da rede federal de ensino – na figura dos Institutos Federais de Educação, Ciência e Tecnologia – com o da rede estadual. O texto baseia-se num estudo exploratório e descritivo baseado em métodos quanti-qualitativos e análise documental. Analisa-se o tempo entre o encerramento das unidades, a divulgação de um plano de contingência, a implementação do ensino remoto e o regresso às atividades presenciais. Verifica-se que, em média, os institutos federais levaram 114 dias para divulgar um plano de contingência ante os 34 dias exigidos pelas redes estaduais. Conclui-se com a seguinte hipótese: as divergências dizem respeito à autonomia dos institutos em relação ao governo federal e à polarização gerada pela gestão presidencial de Bolsonaro, agravada por seu posicionamento negacionista.
Este artigo discute como a descoordenação intergovernamental durante a pandemia da Covid-19 afetou o debate sobre as desigualdades educacionais no Brasil, tendo como pano de fundo os embates em torno do Exame Nacional do Ensino Médio (Enem). A partir de uma análise sobre as práticas políticas do presidente Jair Bolsonaro e do ministro da Educação, argumenta que a retomada do movimento pendular entre os modelos dual e cooperativo de federalismo afastou o governo federal do papel de coordenador dos sistemas de políticas públicas. Os debates sobre as desigualdades foram, então, desqualificados e as unidades federativas transformadas em adversárias políticas. Conclui-se que os freios e contrapesos contribuíram para minimizar os danos institucionais. Isolado, o governo federal deixou de coordenar políticas públicas que mitigariam os problemas socioeconômicos agravados com a pandemia.

Esse artigo inicia uma incursão pela história da Sociologia em Portugal para analisar os sentidos a ela atribuídos quando introduzida nos planos de estudos do ensino secundário, em meio ao movimento de redemocratização do país fortalecido em meados da década de 1970. Recorre a entrevistas e, sobretudo, pesquisa documental e bibliográfica, tendo como foco a legislação educacional, manuais didáticos e propostas curriculares oficiais. Aponta que, como no ensino superior, havia a expectativa, entre os cientistas sociais, de que a Sociologia, por um lado, fornecesse aos jovens fundamentos teóricos e métodos de intervenção em uma sociedade em intensa transformação; e, por outro lado, que lhes proporcionasse conhecimentos favoráveis ao desenvolvimento de uma provável formação vocacional, despertando o interesse pelo prosseguimento dos estudos na ãrea das Ciências Sociais.
