W środę 31 maja 2017 r. na Wydziale Prawa, Prawa Kanonicznego i Administracji odbyła się międzynarodowa konferencja naukowa pt. "Prawa człowieka a nowe technologie" zorganizowana w ramach I Europejskiego Forum Praw Człowieka i Prawa Humanitarnego. Organizatorem wydarzenia naukowego była Katedra Praw Człowieka na Wydziale Prawa, Prawa Kanonicznego i Administracji na czele z jej kierownikiem ks. dr. hab. Krzysztofem Orzeszyną, prof. KUL. Konferencja została zorganizowana we współpracy z Uniwersytetem degli studi di Bari Aldo Moro we Włoszech.Wydarzenie przybrało postać forum, a więc miejsca przekazywania i swobodnej wymiany poglądów, a także otwartej debaty naukowej pomiędzy naukowcami reprezentującymi różne środowiska naukowe. Natomiast zasadniczym celem konferencji było przedstawienie aktualnych problemów analizowanych w nauce prawa międzynarodowego praw człowieka na świecie. Konferencji towarzyszyła prezentacja książki prof. Michele Indellicato Etica della persona e diritti umani: la prospettiva del personalismo polacco, której egzemplarze Autor ofiarował Bibliotece Uniwersyteckiej. Dzieło to zostało zadedykowane polskiemu wkładowi w rozwój myśli personalistycznej i doktryny praw człowieka, z jego zasadniczym fundamentem, jakim jest myśl Jana Pawła II.Tematem przewodnim I Forum były nowe technologie i problemy, jakie one stwarzają dla realizacji i egzekwowania praw człowieka. Zostało ono bowiem zainspirowane nauczaniem papieża Franciszka, który podkreśla, że wiek cyfrowy, w którym żyjemy, stanowi wyzwanie, jakiemu można sprostać tylko dzięki rozumnemu i godziwemu wykorzystaniu innowacji, tak aby jak najwierniej urzeczywistnić ideę sprawiedliwości społecznej. O ważkości tego zagadnienia świadczy również jego szerokie uznanie przez praktycznie wszystkie znaczące gremia naukowe. Nowe
Governmental structures for the coordination of EU play a significant role in formulation of the Polish interests and position in the European system. Polish structure is a mixture of Lisbon Regulations and internal laws reforming national coordination structures after 2010. According to the current system, the Minister of Foreign Affairs with the Committee for European Affairs and Cabinet state the main EU mechanism in Poland. On the other hand the President has some power in imperative political issues as EU is considered as a traditional diplomacy.
This article examines the role of local authorities in promoting the sustainable development goals set out in the United Nations 2030 Agenda. The main aim was to analyse the legal aspects of activities taken by local authorities obliged to promote SDGs with the use of global and regional regulations, using the example of Poland. The adoption of the 2030 Agenda has damaged the current, ineffective model of Implementation of Sustainable Development. The present study discusses the Polish approach to sustainable development, including the experience and tasks of Polish municipalities, poviats, and voivodships in the field of sustainable development strategies as well as the prospects of implementing the goals of the new 2030 Agenda. The critical analysis of the legal aspects of activities taken by local authorities confirmed the thesis that the global solutions proposed in the 2030 Agenda are at least partially compatible with local legal regulations.
Background: Freedom from noncommunicable diseases is a component of the human right to health. The obligation to reduce the pandemic of civilisation diseases should result from the provisions of the constitution, national law and local regulations. This means that representatives of local and regional communities also take responsibility for limiting the pandemic of civilisation diseases. Main body: The goal of this debate is to examine the effectiveness of the decentralised polish model for dividing the competences of preventing and combating non-communicable diseases into three levels: local, regional and central. The representatives of regional and local communities are responsible for encouraging the inhabitants of their communities to change their lifestyle: eating habits, increase physical activity, remain outdoors more frequently, reduce stimulants, and apply prevention, namely undergo regular medical checkups and provide the body with all the necessary nutrients. Limiting the proliferation of noncommunicable diseases also requires, in vertical terms, sound financial efforts on the part of local authorities. In the example of Poland, the claim about the effectiveness of the multi-level governance model which is presented in the literature will be verified. Conclusion: The excessive division of competences and the dispersion of resources between regional and local authorities may hamper the effective treatment and prevention of NCDs. A lack of cooperation between the central government, which carries out an independent policy on public health, and local authorities, which use only a portion of the public funds allocated to health, obstructs the debate on priorities at the societal level and does not encourage residents to take a stand on how to allocate extra funds.
This article describes the legal status of farmers as sanatorium patients. The legal levelsof access to therapeutic rehabilitation in the farmers’ social insurance system are outlined. Thescope of rights and obligations of preventive healthcare institutions as entities providing therapeuticrehabilitation services are defined according to the World Health Organization and InternationalLabour Organisation terminology, and a catalogue of basic rights of patients in sanatoriums isestablished. Unique in Europe, the regulations enabling farmers and their family members to obtainthe status of sanatorium patients are presented. These regulations are compared with the currentcase laws of national and international courts, tribunals and committee bodies. The article alsodescribes how the current statutory solutions setting the standards of care for sanatorium patients,as patients in preventive health care institutions, correspond to the international recommendationsof, and to what extent Polish regulations exceed them.
