This situation has grown more critical in recent years due to the large numbers of retirements of S&T personnel expected in the coming decade because of the aging of the workforce, the decreasing number of US students pursing advanced studies in engineering, and intensified recruiting of these students by industry, academia, and the government 1,2 .
