El libro es resultado del proceso de investigación desarrollado por los autores durante los años 2020 y 2021, desde el programa de Comunicación Social – Periodismo de la Corporación Universitaria Minuto de Dios (Uniminuto) en su sede Bogotá y el Centro de Educación para el Desarrollo (CED) de Soacha. Recoge la experiencia desarrollada por las consultas populares frente a proyectos extractivos, que como mecanismos de participación constitucional, fueron exitosos en su gestión participativa y en el resultado de votación en defensa de la vida, los territorios y bienes comunes. Los capítulos del libro muestran en orden cronológico los casos de estudio de las consultas populares en los municipios de Piedras (Tolima), Tauramena (Casanare), Cabrera (Cundinamarca), Cajamarca (Tolima), Cumaral (Meta), Pijao (Quindío), Arbelaez (Cundinamarca), Jesús María y Sucre (Santander), y Fusagasugá (Cundinamarca), describiendo los conflictos socioambientales, rescatando y reconociendo las experiencias, voces, prácticas y rutas de los actores que hicieron parte de estos procesos. Se relaciona también un análisis situado en los repertorios comunicacionales, a partir de las percepciones y narrativas de los comités promotores de las consultas, contituyendose, a su vez, en un aporte significativo frente a las luchas contínuas del movimiento social en Colombia. En el marco de la disputa geopolítica por el control estratégico de recursos energéticos y ante la elevada demanda de abastecimiento de materias primas para el creciente mercado chino, se ha ampliado la extracción de minerales y energéticos provocando de forma concomitante la movilización de organizaciones y movimientos sociales que impugnan la degradación de las condiciones ecosistémicas que garantizan la vida y sustentabilidad de los territorios (Svampa y Slipak, 2015). Las consultas popularesllevadas a cabo en los municipios de Arbeláez y Fusagasugá impugnaron los efectos territoriales de las políticas dominantes del modelo económico-productivo, particularmente proyectados sobre el páramo del Sumapaz, apoyándose en repertorios comunicacionales con enorme capacidad de convocatoria.
