Neutrality is an important capital for the State Civil Apparatus (ASN) as the government organizer. However, it is not easy to realize the principle called neutrality. There are several factors that make it difficult for ASNs to be neutral. First, the massive amount of ASN. ASN has a good understanding of the government's governance policies, as well as the authority possessed by the country's civil apparatus. Various regulations related to elections both in the handling of violations and the state civil apparatus are indeed well structured, but they should be able to reduce the potential behavior of the community, election participants and election organizers, but the potential for violations in the general election yesterday was large enough so that the authors are interested in researching deeper, based on Indonesia being a state of law both the government and its people must obey and abide by existing laws, but unfortunate law made easily by the public is one of the regulations related to general elections, this paper focuses on the role of the state civil apparatus in organizing general elections and handling election violations in the Indramayu district
Local People's Representative Council (DPRD) In Local Government Legislation and Regional Legislative Institutions. One of the most esential issues of democracy’s results in Indonesian constitutional platform is the local legislature, so popularly known as the LocalPeople's Representative Council (DPRD). The key of the success in organizing local government is the capability of the Local People's Representative Council (DPRD) in conducting the three basic functions and plus, namely legislating, budgeting, supervising, and plus representing, simultaneously, proportionally and continously. In the future times, it is urgent to strengthen the structure and institutional capacity of the Local People's Representative Council (DPRD) by means of three agenda, that is (i) to redefine and toconsolidate the position of the Local People's Representative Council (DPRD) as a legislature; (ii) to reinforce the authority of the Local People's Representative Council (DPRD); and (iii) to maximize the capacity of the Local People's Representative Council (DPRD) in performing its all functions. To that end, it is urgent to take an effort in revising Law of 32/2004 and Law of 27/2009. "
This study is to analyze and describe the duties, obligations and authorities of local governments based on the provisions of laws and regulations regarding the implementation of sports in the regions where local governments, both provincial and district/city governments, namely in carrying out sports administration can determine and implement sports policies in the regions. based on sports policies and coordinate, supervise, and evaluate the implementation of sports policies in the regions based on sports policies. Local governments implement sports policies by considering regional potential and regional conditions. In addition, in an effort to improve sports achievement in Indramayu Regency, various influential factors emerged, both supporting or hindering. Factors that are supportive are consistent coaches, quality athletes, assistance from the private sector, and the implementation of sporting events. While the inhibiting factors are limited facilities and infrastructure, stunted regeneration of athletes, and funding and these problems in some of the obstacles to athlete achievement, the local government can establish policies in the form of regional regulations.
Salt farmers in Indramayu Regency are an integral part of society, and therefore become subjects where social justice must be realized. Actually, salt farmers are still far from getting a decent life, so it can be said that salt farmers do not get justice both legally and economically. In social justice there is an understanding that the injustice that has existed so far must be addressed to the lowest point, Wealth, power and status of individuals, communities, and social goods (societal goods) and the State and Government are responsible for ensuring the basic quality of life for all citizens. that will be used in achieving this goal is to use a normative legal research method (doctrinal research) which mainly analyzes primary legal materials and secondary legal materials complemented by focus group discussions (FGD) and interviews due to their nature which focuses more on the conceptualization of ideas in the form of models, so that the results expected to be applied by policy makers. The long-term goal and specific target to be achieved from this research is to conduct a study on the suitability of the current laws and regulations for the Protection and Empowerment of salt farmers with the needs of the people in Indramayu Regency. Second, an effort to solve the problem of local salt farmers, local salt producers, through legal participation in encouraging social change in the direction required by the law.
