The rapid development of society has also influenced in the development of the education system. The school has undergone a change in system and structure, in programs and ideas. The scientific material that is offered and the pedagogic staff are the two solid pillars without which the school cannot stand. But the rapid development of technology and leaving aside the textbooks, the development and the importance of integrating contemporary methodologies, the spread of the online systems and the wide spread of internet usage and technological devices, have highlighted the need to resize these two important pillars. Also, the development of technology in education, the creation of new digital and effective platforms in the delivery of teaching, have found the pedagogical school staff unprepared and their knowledge acquired during their studies or their experiences are aging at the same speed, highlighting the inability to match teachers' ICT competencies with those of students. Meanwhile, in July 2018, Ministry of Education (MASR) decided to ban the use of mobile phones during the lessons in the schools all around the country. This decision was accompanied with many debates and objections. The modern teaching methodologies aim at raising the creativity, encouraging the innovations, independent and critical thinking. Covid-19 brought to the forefront the teaching through technologies and the most used device was the mobile phone. From this point of view, besides the picture of the present situation, teacher's knowledge and needs in Durres Region, related to the use of technology in the teaching process, this paper is a critical view towards these two lines, on one side the decision taken by the Ministry, and on the other side the teaching with modern methods, are these two parallel lines or do they exclude each other In conclusion, this paper gives recommendations for a modern teaching and for the possibility to use technological gadgets, including mobiles or iPads, in order to have a more effective, attractive and comprehensive teaching process.
In this study, we will try to explain the correlation that exists between social ethics and personal ethics. Today’s challenges of human society in the field of ethics, morality and consciousness are not the same in different eras and in nations or groups of states. All three of these domains move more slowly than other processes, but are indispensable in everyday life. State authority in constantly way strive to create legal rules, but their non-compliance with ethic, principles of morality and conscience create major problems in contemporary development. Rapid contemporary developments, especially those in the field of technology and science have brought other concepts to social and personal ethics, but the necessity of their presence always adapting to other conditions has been felt. Today’s man seeks to understand it more in the form of ethics and social education. For example: nudity, morality principles to this phenomenon have changed from generation to generation, once considered shame and today as something private. The reality of the moral and conceptual problems that human and society have had over law, the rights and ethics have changed, concepts have been overthrown, and the way how people have been judged for different situations has evolved. Individual’s education in the traditional societies have been very important issue in his/ her life. That was a lifelong learning process instead. Education’s main purpose was to help the individual during his/her life so that he/she was not only responsible and aware of the environment, but to prepare the individual to fit into real life. In the actual society there are different points of views as far as the moral and civilizing education bonds are concerned. A mutual environment asks for mutual values, but on the other hand it is assumed the need to understand, accept and support even the values which may be different from the individual ones. In other words, the civil education has to treat moral as a separate issue, even though there are different opinions like: moral is a personal choice, moral is given by God, moral is a social agreement, etc. What we should emphasize is the fact that dealing with similar points of view is as important as debating against the opposite ones. It would be very positive if this could be achieved for a common understanding. But does everyone understand what moral, social and personal ethic is? Another question adds to this one: How is the problem of moral going to be treated? And is it necessary to set tasks or duties on moral as well? What features must moral education have in a view of the evolution of society as whole in terms of a new worldview? Today humanity is on the rise and is heading towards great organisation, but one must keep in mind that within this uniformity there is also diversity to be respected. The new worldview must be open to new progress and thinking not only from the content but also from the form.
The mission of public administration in the broadest sense of the word is to serve the citizens by fulfilling their demands. On the other hand, in order to fulfill this mission, it must prepare a pool of employees who accept and are able to provide these services ethically. Focusing exclusively on ethics in public administration, this study presents the efforts made by the Albanian governments in reforming the public administration, starting with the government of Ismail Qemali until 1930. This study not only gives a historical overview, but also elaborates on legal basis underlying the formation and reformation of the Albanian administration in this period. The way of conceiving service ethics in public administration according to, Chapman, A. R. is a chain of principles, norms and rules of conduct, a set of values and moral requirements, which are applied by professional managers in the field of public administration. Standards and norms of conduct have special weight for employees who are in daily contact with people. The methodology used in this study is the review of archival documents, applicable legislation, and historical literature that corresponds to the analyzed period. Explanatory analysis of the phenomena and situations underlying the legal, ethical, and moral approaches to the operation of the public administration are identified in the period under scrutiny. The historical approach to the problem of ethics in society helps understand the chronological order of ethical situations and behaviors in space and time. The activity of the state administration in Albania was established on a legal track with the first document of 22 November 2013. The �Current Canon of the Civil Administration of Albania� [1], was drafted on the basis of the principle of unified power. It consisted of 87 articles (chapters) and addressed matters of the local administration, their units and powers, and the independence of administrative, executive and legal bodies. The drafting of legislation for the activity of public servants included concrete penalties ranging from light measures such as written warnings, reprimands, fines, dismissals to criminal penalties. In addition, although the Albanian State was newly created, it paid attention to the independence of the branches of power by ensuring non-interference with court affairs. In conclusion, it is worth mentioning the fact of depoliticization of the public administration, where the employee before commencing work was obliged to take the oath in the presence of two witnesses. The oath formula included a statement that the employee was not a member of any political party. Another very important procedural aspect to consider is that legal rules need to be promulgated. By promulgating laws, people are informed about their legal obligations and this helps to model their behavior in relation to the law, which means respect for the law. Even during the period under study, it was noticed that the legal acts and instructions issued by King Zog, were published in official journals. The publication of legal norms in the official gazette constitutes a constitutional obligation and legal condition for their entry into force, at the same time it is considered as one of the basic components of "Good Governance" and "Rule of Law".
The study aims to identify the school principals’ role during the pandemic, and the measures they took to manage school activity in pandemic conditions. The measures taken by school leaders would aim to mitigate the negative effects of the situation, according to Holzer et al. (2021). The context of the study was focused on the protection that school leaders showed for the well-being of their teachers and students. The effectiveness of actions taken by the school principals was measured from the teacher’s perspective through a questionnaire and survey. The method used in the study is quantitative. School leaders, despite difficulties and unexpected events during the pandemic, managed to care for the well-being of staff and students and ensure good management of the educational institutions. The management of the pandemic COVID-19 united the school community around a common goal (Browne, 2020). This study may be interesting for school leaders and teachers because addresses issues about ways that school leaders have cared for the health of teachers and students, how they helped and identified teachers and students at risk by COVID 19, leaders’ knowledge of civil emergency legislation, training, new action plans as well as forms of co-operation with teaching staff, community, etc.
