Trade in processed small pelagic fish and informal cross-border trade (ICBT) are linked to livelihood activities in West Africa. Although these fish products are being traded informally in West Africa, research on this topic is limited. This study builds on a multi-partner supported ‘FishTrade’ initiative in Africa to illuminate the volume and value of informal fish trade across the Ghana–Togo–Benin (GTB) borders, and the socio-demographic determinants supporting participation and profitability in this trade. We used a structured survey and focus group interviews to obtain data from women fish traders, who handle the entire fish trade in three major Ghanaian markets where ICBT activities are concentrated. Our results showed ICBT across these borders constitutes significant economic and livelihood potential, estimated at about 6000 MT in volume and US$14 million in market value per annum. Furthermore, socio-demographic factors, such as fish traders’ years of experience and membership in an unofficial market cooperative, positively influence participation and profitability, but access to market information negatively affects participation. However, geographical distance, large household size and access to micro-finance negatively affect ICBT profitability. Our findings illuminate that consumers’ purchasing power, fish taste and preference, ICBT’s economic opportunities and a shared heritage and connection significantly influence this form of trading along the GTB borders. We conclude that ICBT in these small pelagic processed fish represents untapped potential for local livelihood and highlight the need for further research on this topic.
This study explores the emerging impacts of the COVID-19 pandemic on coastal small-scale fishing communities in Cameroon and Liberia, where we conducted qualitative interviews with small-scale fish harvesters, fish processors, traders, and consumers. We found that the implementation of COVID-19 safety and health protocol initiatives impacted the entire fish value chain, which contributed to social anxiety and negatively affected social well-being for those who depend on small-scale fisheries for employment and livelihoods. Fisheries in both nations saw a reduction in fish catch, widened supply and demand gap and a significant spike in fish price. Drawing on the Sustainable Livelihoods literature, we discuss how COVID-19 interacted with other existing aspects of community vulnerability and lack of capacity, despite communities finding ways to respond safely to the challenges of the pandemic. Moving forward, these small-scale fisheries will require a holistic assessment of the long-term social, ecological and economic impacts of the pandemic. Better fish processing and storage facilities and more robust institutional structures around markets and fisheries management will improve the adaptive capacity of people in these communities, who will no doubt face future challenges related to issues such as climate change.
Climate change, globalization, and increasing industrial and urban activities threaten the sustainability and viability of small-scale fisheries. How those affected can collectively mobilize their actions, share knowledge, and build their local adaptive capacity will shape how best they respond to these changes. This paper examines the changes experienced by small-scale fishing actors, social and governance complexities, and the sustainability challenges within the fisheries system in Limbe, Cameroon. Drawing on the fish-as-food framework, we discuss how ineffective fishery management in light of a confluence of global threats has resulted in changes to fish harvesters’ activities, causing shortages in fish supply and disruptions in the fish value chain. The paper uses focus group discussions with fish harvesters and fishmongers to present three key findings. First, we show that changes in the fisheries from increased fishing activities and ineffective fishery management have disrupted fish harvesting and supply, impacting the social and economic well-being of small-scale fishing actors and their communities. Second, there are complexities in the fisheries value chain due to shortages in fish supply, creating conflicts between fisheries actors whose activities are not regulated by any specific set of rules or policies. Third, despite the importance of small-scale fisheries in Limbe, management has been abandoned by fishing actors who are not well-equipped with the appropriate capacity to design and enforce effective fishery management procedures and protections against illegal fishing activities. Empirical findings from this understudied fishery make scholarly contributions to the literature on the fish-as-food framework and demonstrate the need to support small-scale actors’ fishing activities and the sustainability of the fisheries system in Limbe.
