Il presente contributo intende apportare un contributo al diba"ito su catastrofi e vulnerabilità delle comunità nella storia, a partire dall’analisi della relazione fra inondazioni del Po e abbandono di borghi nuovi tra Lombardia e Piemonte. L’analisi socio‐economica degli insediamenti sul lungo periodo mostra come la vulnerabilità degli insediamenti aumenti, ancor più che per via della disuguaglianza sociale, a causa della perdita di centralità economica.
A Pavia i Beccaria nella prima metà del Trecento riuscirono a controllare la politica urbana grazie alla costante influenza sulle decisioni più importanti del comune, seppure non legittimata dall’assunzione di alcun titolo : in particolare, almeno fino all’inizio degli anni Quaranta del secolo, i consigli ristretti mantennero un ruolo centrale nella politica cittadina. Un’indagine su tali organismi permette di verificare come l’autorità dei Beccaria si confrontasse con un sistema ancora ampiamente innervato da forme di pluralismo. Dall’inizio degli anni Quaranta del Trecento, però, i Beccaria, pur non assumendo titoli istituzionali, sembrano irrobustire le basi del loro potere, riducendo gli spazi ancora ampi di pluralismo che sopravvivevano negli ordinamenti comunali : tale svolta, indebolendo il consenso della signoria all’interno della cittadinanza, soprattutto fra le fasce sociali meno elevate, concorse in maniera decisiva alla loro caduta.
