It is very important to control the characteristics of a polymer used in rubber compositions and paints in aerospace applications. Hence, the development of simple and fast methodologies that allow the identification of these compositions becomes attractive to researches carried out in this area. This study has evaluated infrared (IR) techniques, such as transmission, universal attenuated total reflection (UATR), and attenuated total reflection (ATR), for the characterization of elastomers and paints. It takes into consideration the characteristics of surface techniques, such as the depth of penetration of the IR beam into the sample. The presence of additives in low concentrations on paints was only detected by UATR after grinding the components. Results show that it is possible to differentiate rubber mixtures with similar IR spectra and to detect small amounts of additives in the surface of coatings.
Resumo: Este trabalho mostra a avaliação de duas técnicas de espectroscopia no infravermelho por transformada de Fourier (FT-IR), Universal Reflexão Total Atenuada (UATR) e Detecção Fotoacústica (PAS), para a caracterização dos microbicidas, OIT, carbendazim e diuron, mais comuns em tintas acrílicas imobiliárias, levando-se em conta as características de cada técnica de análise de superfície tal como a profundidade de amostragem, sob o aspecto qualitativo. A análise PAS, utilizando-se a velocidade de 0,20 cm.s -1 , mostrou-se a única adequada ao estudo. IntroduçãoMateriais de recobrimento, como as tintas, contêm água, dispersões poliméricas, pigmentos, cargas, modificadores reológicos, aditivos e outros ingredientes. São, potencialmente, suscetíveis ao ataque microbiológico no seu estado úmido e precisam ser preservados com produtos químicos, denominados microbicidas, popularmente designados biocidas, atuando neste caso, especificamente, como preservantes ou conservantes [1] . Atualmente, recobrimentos arquitetônicos interiores são os materiais com maiores demandas e restrições ambientais e toxicológicas para os preservantes, e isso explica porque tão poucas moléculas são usadas para a preservação de tintas e em tão baixas concentrações quanto possível, geralmente <1% [2] .Os microbicidas são produtos incorporados às tintas, cuja função é protegê-las, tanto no estado úmido quanto no estado seco, visando à inibição do crescimento de microrganismos (ou sua morte), garantindo maior durabilidade às tintas e aos filmes secos [1,3,4] . São classificados conforme seu uso, sendo conhecidos como fungicidas, bactericidas e algicidas. Existem no mercado cerca de 250 diferentes microbicidas, destinados à proteção da tinta na lata e do filme aplicado [5] . Resumo: Neste trabalho, é mostrada a avaliação da técnica FT-IR, refletância difusa (DRIFT), na região NIR (DRIFT/ NIR) para a caracterização de OIT, carbendazim e diuron em composições de tintas acrílicas, contendo esses microbicidas moídos e reduzidos a tamanhos de partículas da ordem de 5 µm. A análise DRIFT/NIR indicou bandas analíticas em 6077, 5799, 5681 e 4335 cm -1 para OIT, 4943 e 4435 cm -1 para carbendazim, sendo que a absorção em 4943 cm -1 também pode ser atribuída ao diuron. A presença dos microbicidas na película de tinta seca foi, também, confirmada por HPLC e análises microbiológicas, as quais revelaram que os microbicidas moídos se mostram mais eficazes no controle microbiológico, e na preservação do filme seco de tinta. Podem, portanto, ser usados em menores concentrações em tintas e materiais de recobrimento, o que representa economia de recursos financeiros e menores impactos ambientais e toxicológicos ao ser humano. Evaluation of the Effect of Grinding on the Performance and Characterization by DRIFT/NIR of Microbicides in Commercial Surface CoatingsAbstract: In this work, an evaluation is presented of the FT-IR diffuse reflectance spectroscopy (DRIFT) technique in the NIR region (DRIFT/NIR) for characterizing OIT, diuron and carbendazim in acrylic paint compositions containing these ground microbicides reduced to particle sizes around 5 µm. The DRIFT-NIR analysis showed analytical bands at 6077, 5799, 5681 and 4335 cm -1 for OIT, 4943 and 4435 cm -1 for carbendazim, with the absorption at 4943 cm -1 being possibly attributed to diuron, as well. The presence of microbicides in the dry paint film was also confirmed by HPLC and microbiological analyses, which revealed that the ground microbicides are more effective for the microbiological control, enhancing the preservation of the dry paint film compared to the non-ground microbicides. This allows the microbicides to be used in lower concentrations in paints and coating materials, thus saving financial resources and lowering the toxicological impacts to humans and the environment. This introductory and exploratory study delves into the use of Artificial Intelligence (AI) systems in the public sector in Portugal. Our focus is on the role of public policies in promoting AI use in the public sector and the importance of Public Law in regulating its impact. We highlight specific provisions on regulating the public use of AI, the principle of good administration, and the transparency and justification of administrative activity carried out through AI systems. We also consider the (judicial) control of administrative activity supported by AI systems by the administrative jurisdiction, as well as the measure of the legal admissibility of AI systems' use by the public jurisdiction. Lastly, we analyze the particularities of State liability for damages caused by (public) AI systems, with a focus on the exercise of the administrative function.
