La movilidad social intergeneracional tiene una relación estrecha con el bienestar de un individuo. Sin embargo, la identificación de la fuerza de esta relación es muy compleja a razón, entre otros, de la complejidad misma del concepto de bienestar. El presente estudio aporta a la comprensión de esta relación en el caso boliviano, tomando en cuenta un concepto más amplio de bienestar individual que el ingreso/salario, el nivel de educativo o el status ocupacional, considerados como más tradicionales y que han guiado importantes estudios anteriores. A partir de la Encuesta de Movilidad y Estratificación Social (EMES-2009) realizada por PNUD Bolivia, que alimenta un modelo factorial basado en el Enfoque de Capacidades de Sen, se identifican dos aspectos complementarios del bienestar individual: la capacidad para el bienestar material y la capacidad para el bienestar subjetivo. Luego de construir métricas para ambos aspectos, se identifican algunos de sus determinantes, en base al Enfoque de Igualdad de Oportunidades de Roemer, con especial énfasis en el impacto que tienen algunas características del hogar de origen de los individuos, como la escolaridad del jefe, la de su cónyuge, el estilo de vida que ofrecía y la percepción de la clase social en el que se encontraba. Se presentan resultados contrastados para individuos en zonas urbanas y en zonas rurales del país, dando cuenta de rica y novedosa información cuantitativa sobre el grado de movilidad social intergeneracional en el país.
RESUMENLos seguros agrícolas basados en índices climáticos son instrumentos financieros novedosos para la gestión de riesgos de agricultores. A diferencia de los seguros tradicionales, éstos pueden mitigar e incluso anular el riesgo moral y la selección adversa, permitiendo abaratar sus primas. Esta característica hace de este tipo de seguros un mecanismo atractivo para economías en vías de desarrollo con gran parte de población rural sumida en severas condiciones de precariedad y, simultáneamente, se promueve el desarrollo de un mercado de seguros agrícolas. Este tipo de seguros no es aún empleado en Bolivia, pero su promoción por parte del aparato público tiene gran potencial de coadyuvar a la seguridad alimentaria y promover el desarrollo económico. El documento presenta algunas experiencias exitosas en el desarrollo de seguros basados en índices climáticos a nivel mundial y analiza el estado actual de desarrollo de este mercado en Bolivia. Se revisan en detalle los fundamentos técnicos de la creación de este tipo de seguros, a partir de los cuales, se presentan propuestas de esquemas paramétricos de seguros agrícolas basados en índices climáticos para la protección de cultivos de trigo y papa, ambos de ciclo intermedio, en el municipio de Anzaldo
This document presents a pilot experience for the development of Socially Responsible Investment practices in Bolivia that has involved 53 agricultural and agro industrial business from all over the country. This experience is grounded on the need of complementing the micro financial system in Bolivia, in order to better cope with the importance of small-scaled rural businesses and reinforce its capability for promoting a sustainable, socially inclusive economic development process, through the capital market. This pilot builds upon three cores aspects that have been identified as priorities in the Bolivian context: i) the legal foundation of these alliances, proposing modifications to the current legal bodywork, in order to create the Funds for Social Development and their managers, the Investment Societies for Development; ii) the development of Factor Analysis based techniques of risk assessing for investors to be able to engage in alliances with rural businesses, through the creation and coimplementation of specific business plans leading to the achievement of financial and social realistic goals and iii) strategies for monitoring and evaluating these alliances, in order to create and systematize empirical evidence that can lead to the constant perfection of these kind of financial interventions.
