A indústria cerâmica de revestimento localizada na região Sul de Santa Catarina está organizada sob a forma de arranjo produtivo local. Forma-se nesta região um tecido produtivo composto de empresas fabricantes, fornecedoras de insumos e de equipamentos e prestadoras de serviços, amparadas por instituições nos campos educacional, tecnológico e de representação de classe. Este arranjo constituído historicamente vem, a partir dos anos 90, passando por modificações estruturais e estratégicas que o referendam como o principal espaço produtivo de cerâmica de revestimento de maior valor agregado do país. Os produtos se direcionam para faixas de renda de consumidores com maior poder aquisitivo e para os principais mercados externos. O estágio alcançado nos dias atuais é de maturidade industrial, enquanto outros espaços produtivos nacionais se encontram em fase de crescimento industrial, com a fabricação de produtos, em grande quantidade, de menor valor agregado. Tal ocorrência tem levado à perda de participação das empresas no volume produzido nacional, de 16,94%, em 2000 para 11,77% em 2006. As empresas consideram a estrutura produtiva reestruturada e adequada ao padrão ditado internacionalmente e passam a se preocupar com outros elementos estratégicos, dentre os quais o design, marketing e distribuição.
As MPE’s têm ganho importância no período recente devido às mudanças do padrão tecno-produtivo fordista a partir da década de 1970. No Brasil este processo tardou a ocorrer, vindo a efetivar-se na década de 1990, através da abertura comercial. Dentro deste contexto, no Brasil, através dos esforços de reestruturação e desverticalização, viabiliza-se o surgimento de um grande número de MPE’s. No estado de Santa Catarina, se verifica o mesmo processo, com destaque para o setor têxtil-confecção, bastante tradicional no estado, que apresenta crescimento no número de estabelecimentos acima da média nacional no período de 1995 a 2005. Também, neste período, constata-se desempenho favorável da balança comercial do setor têxtil-confecção no estado de SC, com grande colaboração das empresas de pequeno porte para a obtenção deste resultado. Apesar da propensão a exportar das MPE’s do setor, existem fatores que criaram dificuldades para melhorar o desempenho exportador, com destaque para burocracia, custo do frete internacional e dificuldades de financiamento. Em complemento, tais empresas sugerem como política de desenvolvimento, a desoneração tributária e melhor acesso aos financiamentos.
ResumoO desenvolvimento de atividades inovativas constitui um requerimento fundamental para as empresas construírem melhores condições competitivas. Para tanto, empresas desenvolvem mecanismos de aprendizagem visando promover mudanças técnicas relevantes em produtos, processos e gestão. Considerando este referencial, o presente estudo avalia os processos de aprendizagem tecnológica nas micro e pequenas empresas do arranjo produtivo vestuarista em Brusque, Santa Catarina. Com tal propósito, foram entrevistadas 46 empresas de pequeno porte, cujas informações permitiram constatar a existência rotineira de processos inovativos. Estes ocorrem, sobretudo, a partir dos mecanismos de aprendizagem que se processam na produção através dos trabalhadores (learning by doing), com fornecedores (learning by interacting) e clientes (learning by using). Como resultado, os esforços inovativos têm possibilitado às empresas acompanharem as mudanças no padrão tecnológico, postas em termos de moda, design e estilo dos produtos no mercado.Palavras-chave: aprendizagem tecnológica, arranjo produtivo vestuarista, inovação e competitividade.
