Após décadas de tensão, sanções, desconfiança e instabilidade, Irã e Estados Unidos lograram, enfim, firmar um amplo acordo com o fito de desanuviar suas relações e pôr um termo às suspeitas internacionais sobre o caráter pacífico do programa nuclear iraniano. As negociações, que tiveram início oficialmente em novembro de 2013, foram concluídas dentro do prazo anteriormente estipulado pelos participantes, 31 de março de 2015. A condução do acordo se deu por representantes iranianos e por uma junta de diplomatas e políticos da União Europeia e do P5 + 1 (os cinco membros permanentes do Conselho de Segurança da ONU somados à Alemanha). Embora seus termos ainda não tenham sido legalmente fixados, já se pode esperar um levantamento progressivo das sanções impostas ao Irã desde a década de 1980, intensificadas a partir de 2009. Da mesma forma, o programa nuclear do país adquire maior respaldo internacional, pois fica sujeito a inspeções regulares e irrestritas de especialistas.
A Convergência Turco-Brasileira na Declaração de Teerã The Turkish-Brazilian Convergence in the Tehran Declaration ANDRÉ LUIZ REIS DA SILVA 1 RICARDO FAGUNDES LEÃES 2 Resumo: A Declaração de Teerã de maio de 2010 foi uma iniciativa turcobrasileira que visou à solução da questão nuclear iraniana. Após sucessivos fracassos, a comunidade internacional, capitaneada pelo P5 + 1 (Estados Unidos, China, Rússia, Reino Unido, França e Alemanha), surpreendeu-se com o sucesso dessa empreitada, mas não aproveitou seus resultados, encetando uma nova rodada de sanções internacionais ao Irã, a fim de debilitar ainda mais o regime islâmico. Neste artigo, partiu-se do entendimento de que a aproximação entre Brasil e Turquia se deu por diversas razões, as quais tinham origens de ordem estrutural, situacional e conjuntural. Dessa forma, realizou-se um balanço desse processo, esmiuçando os fatores que motivaram os governos de Lula e Erdoğan a se juntar para tentar dar um fim à crise nuclear no Irã.
A Turquia vem atravessando uma grande transformação em termos de política externa há pouco mais de uma década, quando da ascensão do Partido da Justiça e do Desenvolvimento (AKP). Alicerçado na “Teoria da Profundidade Estratégica”, do acadêmico Ahmet Davutoğlu, o partido tratou de corrigir os rumos da diplomacia turca, que sempre esteve balizada na aliança com os Estados Unidos e em um distanciamento com os países vizinhos, a despeito de alguns desvios pontuais. Através do estudo da bibliografia especializada, dos discursos oficiais e de dados econômico-comerciais, o presente artigo tratará das modificações por que passou a Turquia em suas relações internacionais, enfatizando os aspectos regionais. É do escopo deste trabalho, portanto, averiguar as causas que possibilitaram essa reorganização estratégica, que se produziram a partir de mudanças no sistema internacional e na economia turca. Essa investigação se faz premente na medida em que recrudesce a disputa de grandes potências pela influência geopolítica no Oriente Médio, Cáucaso e Ásia Central, regiões justamente onde as lideranças turcas apregoam que seu país reúne as capacidades necessárias para assumir um papel proeminente.
