El artículo presenta un análisis de la política exterior colombiana en el período 2002–2018, enmarcando el estudio en tres categorías básicas: la internacionalización del conflicto armado, las sociedades estratégicas del país en el contexto internacional y el servicio exterior. En sumatoria, los dieciséis años de administración presidencial arrojaron que la estrategia de internacionalización del conflicto armado que ambos presidentes eligieron determinó, en gran medida, las sociedades estratégicas que el país forjó. Así, mientras Uribe Vélez privilegió el bilateralismo con Estados Unidos, Santos Calderón se acercó a la región y la Unión Europea en aras de financiar y mantener en marcha el proceso de negociación con las Farc. Con respecto al servicio exterior, aunque existe continuidad en la falta de profesionalización del mismo, el gobierno de Juan Manuel Santos tuvo gestos importantes como un aumento continuo del presupuesto al Ministerio de Relaciones Exteriores y la ampliación de las misiones diplomáticas del país.
El presente artículo se deriva de la realización de un proyecto de investigación, dentro de la
línea de “Historia social de las ciencias y de la educación en ciencias”. Con base en la metodología
suministrada por la cienciometría y bibliometría, se examinaron las publicaciones de científicos
colombianos en las revistas internacionales “Journal of the American Chemical Society”, en el
“American Journal of Physics”, en “The Journal of Experimental Biology”, y en las nacionales
“Revista Colombiana de Química”, “Revista Colombiana de Física” y “Actualidades Biológicas”.
Hechos los análisis documentales comparativos, la conclusión es que durante el período señalado,
no se puede afirmar que en el país se haya organizado una comunidad científica.
