We assess the potential benefits from innovative forecasts of the stream flows that replenish reservoirs in the semi-arid state of Ceará, Brazil. Such forecasts have many potential applications. In Ceará, they matter for both water-allocation and participatory-governance issues that echo global debates. Our qualitative analysis, based upon extensive fieldwork with farmers, agencies, politicians and other key actors in the water sector, stresses that forecast value changes as a society shifts. In the case of Ceará, current constraints on the use of these forecasts are likely to be reduced by shifts in water demand, water allocation in the agricultural Jaguaribe Valley, participatory processes for water allocation between this valley and the capital city of Fortaleza, and risk perception. Such changes in the water sector can also have major distributional impacts.
Using ethnographic data from rural Northeast Brazil, this article explores, firstly, how climate uncertainties are interconnected to processes of accountability and blame, and, secondly, how this connection affects the activity of climate forecasting. By framing climate events in ways that downplay the inherent uncertainties of the atmosphere, political discourses on various scales, as well as religious narratives, create a propitious context for the enactment of what I call accountability rituals. Forecasters seem to attract to themselves a great deal of the collective anxieties related to climate, and are very often blamed for the negative impact of climate events. This blaming may take place in a variety of ways, and has a range of practical results: from real physical violence to attacks on the authority and legitimacy of forecasters, by way of ridicule and jokes. I conclude by suggesting that, on the one hand, the study of the social uses of climate-related uncertainties offers special opportunities for understanding how human societies deal with uncertainty and blame; and that, on the other hand, a better understanding of these issues is necessary to improve relations between climate forecasting and the societies where it takes place -the latter being a key issue in the processes of understanding and adapting to climate change.
This article examines social participation in water management in the Jaguaribe Valley, state of Ceará, Northeast Brazil. It argues that participatory approaches are heavily influenced by the general ideological and symbolic contexts in which they occur, that is, by how participants understand (or misunderstand) what is taking place, and associate specific meanings to things and events. An analysis of these symbolic factors at work sheds light on the potentialities of and limitations on participatory experiences not accounted for in usual structural analyses. In the particular case of Ceará, this article describes how the idea of modernization, which is so pervasive in the ways economic development is presented in Brazil, provides a frame against which other meanings are constructed. In water management arenas, the presentation of participation as an aspect of the general modernization of the state has reorganized meanings and delegitimized some forms of knowledge and economic activities to the detriment of others. As a result, the promotion of equality through participation lost a great deal of efficacy, and this state of affairs provided some degree of social validation for asymmetries in participatory decision making processes.
Most countries lack effective policies to manage climate risks, despite growing concerns with climate change. The authors analyzed the policy evolution from a disaster management to a risk management approach, using as a case study four agricultural droughts that impacted Uruguay’s livestock sector in the last three decades. A transdisciplinary team of researchers, extension workers, and policy makers agreed on a common conceptual framework for the interpretation of past droughts and policies. The evidence presented shows that the set of actions implemented at different levels when facing droughts were mainly reactive in the past but later evolved to a more integral risk management approach. A greater interinstitutional integration and a decreasing gap between science and policy were identified during the period of study. Social and political learning enabled a vision of proactive management and promoted effective adaptive measures. While the government of Uruguay explicitly incorporated the issue of adaptation to climate change into its agenda, research institutions also fostered the creation of interdisciplinary study groups on this topic, resulting in new stages of learning. The recent changes in public policies, institutional governance, and academic research have contributed to enhance the adaptive capacity of the agricultural sector to climate variability, and in particular to drought. This study confirms the relevance of and need to work within a transdisciplinary framework to effectively address the different social learning dimensions, particularly those concerning the adaptation to global change.
