Die unterschiedliche Ausgestaltung und Implementationszeitpunkte von Entschuldungsprogrammen erklären sich primär durch variierenden sozioökonomischen Problemdruck, jeweilige politische Leitbilder und divergierende fiskalische Handlungsspielräume der Landesregierungen. In Bezug auf die Auswirkungen der Entschuldungsprogramme sind Erfolge bei Haushaltskonsolidierung und Schuldenabbau erkennbar, allerdings auf Kosten sinkender Investitionsausgaben und steigender Steuerbelastungen. Die eigentlichen Risiken liegen jedoch in der massiven Einschränkung kommunaler Selbstverwaltung.
