Arquivos sob ameaça: os perigos de uma política antiarquivística Vivemos a era da extinção do papel. Não cabe aos historiadores assumirem uma posição conservadora, defendendo suportes documentais tradicionais. Porém, não cabe também a eles abraçarem ingenuamente a tecnologia. Duas iniciativas em curso devem ser acompanhadas com preocupação. Uma delas é a adoção, pelo Ministério do Planejamento, Orçamento e Gestão, do Sistema Eletrônico de Informações (SEI). Essa ferramenta consiste em um sistema informatizado de Gestão Eletrônica de Documentos (GED) e está sendo implantada na administração federal, sendo também crescentemente adotada por administrações estaduais e municipais. O SEI prevê a extinção, na administração pública, de documentos produzidos em papel. Frente a tal proposta, o Arquivo Nacional emitiu nota técnica afirmando que esse sistema não cumpre requisito algum de preservação digital, complementando: "O órgão ou entidade que adotar o SEI, ou qualquer outro sistema informatizado para a produção de documentos digitais, precisa prever uma política de preservação digital para garantir o acesso de longo prazo a estes documentos" (Arquivo Nacional, 2015, grifo no original). Conforme é possível observar, no SEI, a preservação digital não é um requisito obrigatório, abrindo caminho para que muitos órgãos públicos não a implementem de fato. Além da insegurança jurídica que isso pode causar, também há o gravíssimo risco de perdas substanciais do patrimônio arquivístico brasileiro. Mais grave ainda é o Projeto de Lei (PL) 7.920/2017, que atualmente-ou seja, em junho de 2018-tramita na Câmara de Deputados. Essa proposta, na forma de Projeto de Lei do Senado-PLS 146 (Senado Federal, 2007), foi aprovada nessa última casa legislativa. Na Câmara dos Deputados, a Comissão de Ciência e Tecnologia, Comunicação e Informática votou favoravelmente ao PL 7.920, acrescentando "prazo mínimo de dois anos para
