Intercommunality [in france] : an uncompleted power The recent development of inter-communal institutions suggests that this local power has entered a process of autonomization vis-à-vis other forms of local power. The sociological study of the conditions and systems of access to the office of president of an intercommunal cooperation public establishment shows that it is especially in the municipal arenas that the presidency is played out and won. In other words, the presidents' legitimacy is based upon a set of resources accumulated in other political arenas, and especially in the municipal market. Far from being autonomous, the distribution of intercommunal power remains relatively subordinate to other forms of local power.
Résumé Les politiques relatives à l’intercommunalité menées en France depuis une vingtaine d’années affichent explicitement le caractère solidaire de l’engagement intercommunal. Dès lors, il est possible de considérer que l’action sociale, dont l’objet consiste à réduire les inégalités et à favoriser la cohésion locale, confère à ce domaine de l’action publique une place prépondérante au sein des intercommunalités et participe à la production d’espaces solidaires que souhaite favoriser la coopération intercommunale. Si effectivement les groupements de communes interviennent dans ce domaine, il n’en reste pas moins que l’action sociale dépend toujours et très majoritairement des communes. Autrement dit, l’action sociale est une compétence qui n’est pas prioritairement transférée aux établissements publics de coopération intercommunale. Partant de ce constat, cet article vise à analyser les logiques qui participent au maintien de l’action sociale au sein des communes pour ensuite traiter des processus qui engagent certains territoires à intercommunaliser leurs politiques sociales.
Les études consacrées aux directeurs généraux des services municipaux convergent pour montrer les liens de proximité qui existent entre ces responsables et le pouvoir politique. Mais ces constats ont été essentiellement effectués dans un univers politico-administratif relativement stable. Suite au développement récent de l’intercommunalité en France, ce t article pose l’hypothèse que la dynamique intercommunale affecte l’économie des liens d’interdépendance entre le directeur général des services et le maire. L’étude conclue que même si ce mouvement institutionnel ne bouleverse pas en profondeur les rapports existants entre ces acteurs, le degré d’intégration du maire dans l’espace intercommunal participe à redéfinir la nature des liens avec son directeur général des services. Plus largement, ce tte recherche invite à s’interroger sur les logiques d’hybridation qui caractérisent la décision politique, en montrant qu’il est certes nécessaire de repérer les liens qui associent à l’intérieur de leur institution les acteurs politique et administratif mais aussi qu’il convient conjointement de les replacer dans les configurations locales où ils s’inscrivent.
Cet article explore une dimension négligée des processus de professionnalisation de l’activité politique : leurs fondements économiques et plus précisément les rémunérations des élus. La question centrale est la suivante : comment des élus en viennent-ils à vivre de leur(s) mandat(s) électif(s) et comment cette situation perdure-t-elle ? Elle est traitée à partir d’une enquête par entretien auprès d’élus occupant des positions intermédiaires complétée par une enquête par questionnaire. L’analyse met en avant la notion de dépendance économique aux mandats afin d’appréhender la tension entre, d’une part, les engagements dans l’exercice des mandats, l’insertion croissante dans la position d’élu et les progressions de carrière, et, d’autre part, les incertitudes qui caractérisent les mandats, leurs conditions de renouvellement et les rétributions monétaires qui en découlent. Pour rendre compte de ces processus graduels et incertains, l’analyse mobilise des études de cas et met en évidence quatre séquences qui dessinent les contours d’un modèle processuel des carrières indemnitaires.
