Mexico has a heterogeneous climate due to its geographical location. Half of the Mexican territory is dryland, mostly in the centre and north of the country, within which agriculture is the main activity in the primary production sector. At present, climate variability has a strong impact on Mexican agriculture. This study analysed rainfall variability, its impact on the agricultural productivity in terms of harvested quantity and productivity of 1996-2014, and in parallel, the role that socioeconomic development plays on the well-being of the population who live in areas with rainfed agriculture and a semi-dry climate. The data obtained were analysed with the Statistical Analysis System. A positive correlation was found between rainfall and productivity (r = 0.76 for maize; r = 0.711 for beans). Rainfall variations therefore have a great impact on agricultural productivity, on food security and on the economy. Besides production losses, a parallel consequence is marginalization of the population because producers' income is increasingly reduced due to smaller crop volumes.
El presente artículo aborda una de las explicaciones de la ineficacia de la política social en la disminución de la desigualdad en México y el Distrito Federal en los últimos años. La explicación forma parte del conocido debate en materia de política social en torno al impacto de los programas y proyectos sociales con base en dos de sus principales concepciones: la universalización versus la focalización de los beneficiarios de las políticas. Específicamente, se analizan distintos programas sociales federales así como los programas sociales implementados por el gobierno del Distrito Federal. Se defiende y evidencia el argumento de que tanto en el Distrito Federal como en los programas federales, las políticas que universalizan la entrega de las mismas no contribuyen al combate a la desigualdad sino por el contrario, la exacerban al destinar una mayor cantidad de gasto social para estratos sociales altos, encontrando en esta selección una de las razones principales detrás de los incrementos de la desigualdad en México.
El presente artículo, tiene como objeto realizar un mapeo de tres perspectivas del neo-institucionalismo y una correspondiente a la teoría de las ambigüedades botes de basura (March y Olsen,1993) y los sistemas flojamente acoplados. En primer lugar, abordamos el enfoque económico del neo-institucionalismo, retomando dos perspectivas: 1) Elección racional, basada en la catalaxia ( Buchanan y Tullock, 2004 ), donde se asume la racionalidad estratégica de los individuos y; 2) el Neo-institucionalismo Económico (NIE), el cual hace una clara división entre lo que es una institución[1] – reglas formales e informales del “juego” – y, una organización –grupo de individuos que diseñan, cumplen y hacen cumplir las reglas del juego- (North, 1993); sin embargo, esta distinción se diluye cuando se realiza una investigación bajo la perspectiva del 3) Neoinstitucionalismo Político (NIP), el cual asume la heterogeneidad de objetivos, la lucha de poder entre líderes de coaliciones distributivas en la arena política (politic’s) y; 4) la teoría de la ambigüedades, mediante el análisis del enfoque denominado “sistemas flojamente acoplados” y “cubo de basura” –este último concepto también es parte de la construcción teórica del NIP- propios de los Estudios Organizacionales , en donde se rescatan las problemáticas para ofrecer soluciones, analizando las rutinas organizacionales, y los elementos mencionados anteriormente, además de la lucha de fuerzas por el poder al interior y entre las coaliciones distributivas. Es fundamental señalar que estos tres últimos enfoques asumen que los individuos cuentan con una racionalidad limitada. [1] Se les denomina coloquialmente las reglas del juego; cuando son formales se les identifica como aquellas reglas que están escritas; cuando son informales, son las que emanan de la costumbre, cultura, etc. (North, 1993)
