Political pragmatics has become its dynamic in Local Elections. The existence of incumbent power and uneven coalition formation of parties in the election can directly reduce or eliminate the opportunity for other political parties to participate in the election. In addition to these problems, so far, candidates' nomination by political parties turns out to pay more attention to the incumbent electability or popularity of the candidates to be carried by them and without assuming to party ideology. This certainly makes the power imbalance so that candidates from political parties or coalitions of other political parties are reluctant to compete. Political parties hold a coalition to carry out the candidates for various reasons. This research article will explain political parties' pragmatics in forming a coalition and carrying a pair of candidates that gave rise to a single candidate's phenomenon. The research article begins with collecting data through a literature study and is supported by the General Elections Commission's data. To answer this phenomenon, the writer analyzes the documentation as long as the Local Elections is held simultaneously. The concept of political pragmatism is expected to explain these phenomena. This paper concludes that the pragmatic methods used by political parties in determining coalitions and candidates in the Regional Head Election are because the purpose of political parties to participate in the contestation is only a victory to gain power.
ABSTRACT This paper will specifically provide a preliminary assessment of the many risks that a COVID-19 pandemic can cause during elections and it is not impossible if what happens next is that holding an election will be far from honest and transparent. The emergence of a new era during the pandemic called New Normal where everyone must behave new in everyday life by prioritizing aspects of health will certainly have a significant influence in the implementation of elections. This paper begins by explaining why elections are an important part of democracy, and then looks at how the government's response to the pandemic and elections that will be held in the New Normal era will present significant solutions about the future of democracy itself. In this paper, the author also recommends several things related to the holding of elections during the pandemic. The main findings of this paper are: First, the presence of the virus itself can directly prevent voters from casting their votes at the polling stations and even affect the overall level of voter participation. Second, there are consequences of formally delaying the holding of elections which vary by type of regime (national or local). Third, some elements in the electoral cycle can be affected by the pandemic.
Dengan menggunakan pendekatan yuridis-normatif yang dilakukan melalui studi kepustakaan, terutama kritik wacana publik dengan mengontekstualisasikan realitas sosiologis-politik, artikel ini menganalisis masa depan Pemilihan Kepala Daerah (Pilkada) di Indonesia pasca Mahkamah Konstitusi mengucapkan putusan terhadap pengujian undang-undang terkait regularitas pemilu serentak pada 26 Februari 2020. Dalam Putusan Nomor 55/PUU-XVII/2019, Mahkamah menolak apa yang diminta oleh pemohon. Namun, dalam pertimbangan hukumnya, Mahkamah memberikan fondasi dan batasan yang sangat kuat terhadap sistem penyelenggaraan pemilu serentak ke depan, yaitu enam gagasan inovasi terkait formula ideal penyelenggaraan pemilu serentak Indonesia di masa datang. Satu di antara gagasan tersebut adalah pemilihan umum serentak dilaksanakan sesuai dengan berakhirnya masa jabatan yang akan dipilih sehingga arti dari serentak ini adalah bahwa pemilihan dapat dilakukan beberapa kali dalam durasi lima tahun termasuk dalam hal pemilihan gubernur, bupati dan wali kota. Berdasarkan ini, artikel ini berargumen bahwa keputusan tersebut mengakibatkan Pilkada menjadi bagian dari Pemilihan Umum sehingga tiada pembedaan lagi antara pilkada dan pemilu karena desain keserentakan telah membarengkan Pemilihan Presiden dan Wakil Presiden, Pemilihan Legislatif dan Pilkada.
