Le service public a connu de nombreuses mutations depuis la fin du XX e siècle : européanisation 2 , nouvelle gestion publique (new public management) 3 , institutionnalisation de la performance 4 … Ces bouleversements -parfois qualifiés de crise 5 -ont essentiellement été motivés par une idéologie d'ordre économique, que ses opposants qualifient de « néo-libérale ». D'autres éléments influencent, sans doute de façon plus anecdotique pour l'instant, la fonction et la gestion du service public : on songe par exemple à la sécurité (face au terrorisme et, désormais, face à la crise sanitaire) ainsi qu'au développement durable. Depuis quelques années, une nouvelle transformation est en cours : elle repose cette fois-ci sur une évolution technologique, la révolution numérique de la « société de l'information ». Celle-ci possède plusieurs aspects : communication par Internet, développement des réseaux sociaux, cybersécurité, dématérialisation, intelligence artificielle… Parmi ces instruments, l'open datala diffusion libre des données 6 -fait l'objet d'une attention particulière. Car l'open data dépasse la simple « numérisation » de l'administration : ce n'est pas vraiment un outil technologique, c'est un mouvement (certains vont jusqu'à le qualifier de philosophie) 7 .
