A literatura contemporânea em economia industrial e economia regional é repleta de estudos de caso sobre aglomerações produtivas locais. Parte considerável dos estudos empíricos tem-se concentrado em análises de aglomerações já amplamente conhecidos, realizando uma avaliação ex post das características dessas aglomerações e suas contribuições para o desenvolvimento local/regional/nacional. Raros são os estudos que procuram (ou são capazes de) identificar o surgimento de tais aglomerações. Do ponto de vista da elaboração de políticas de desenvolvimento econômico e regional, essa lacuna é grave, uma vez que leva a privilegiar aglomerações já estabelecidas em detrimento daquelas em formação. Em vista disso, faz-se necessário avançar no desenvolvimento de metodologias que permitam suprir tal deficiência. Esse é o objetivo deste artigo, que procura desenvolver uma metodologia de identificação de aglomerações produtivas locais com base em dados secundários. Mediante o uso da técnica de Análise de Componentes Principais, é construído um Índice de Concentração, que indica o potencial de uma atividade industrial em uma região específica em se transformar em uma aglomeração produtiva local.
A literatura econômica tem encontrado fortes efeitos das economias de aglomeração no espaço sobre os salários urbano-industriais dos países desenvolvidos. Não há consenso se tais efeitos advêm de economias externas da especialização produtiva, da aglomeração urbana ou de ambas. A questão relevante é como os efeitos aglomerativos sobre os salários se manifestam em países de industrialização recente. Utilizando-se dados dos censos demográficos de 1991 e 2000, o trabalho investiga se, no contexto urbano-regional brasileiro, tais economias estão presentes e como influenciam os salários urbano-industriais do País. Para tanto, em primeiro lugar é feita a visualização da dotação relativa de variáveis que denotam as economias de aglomeração dos centros urbanos, juntamente com o salário médio auferido por suas PEAs industriais, por meio da análise de componentes principais. A seguir, utilizam-se técnicas econométricas visando a mensurar o efeito médio de variáveis como concentração, especialização produtiva e capital humano sobre os salários industriais da amostra em questão.
