Le droit administratif est une nouvelle branche du droit par rapport aux autres branches du droit. Il est né en France après la Révolution française de 1789. Surtout après que le Conseil d'État français a reçu la qualification de tribunal en 1872, il a commencé à se développer avec la jurisprudence. L'un des premiers pays à adopter le droit administratif fut l'Empire ottoman. Après l'édit du Tanzimat de 1839, des réformes ont commencé dans le domaine de l'éducation comme dans d'autres domaines. Des innovations ont commencé à être faites dans tous les établissements d'enseignement. L'École d'administration a été ouverte en 1859 pour former des fonctionnaires qualifiés pour être employés dans les aff aires de l'État. Pour la première fois, un cours nommé « droit administratif » a été inscrit au programme de l'école d'administration. Ce cours a en fait commencé à être enseigné en 1877. Le premier manuel complet de droit administratif de l'école d'administration a été écrit par Sakızlı Ohannes Efendi en 1892. En revanche, dans la faculté de droit créée en 1868, le cours de droit administratif n'a commencé à être enseigné qu'en 1880. Le premier «manuel de droit administratif» complet à enseigner à la faculté de droit a été écrit par İbrahim Hakkı Bey en 1890. Cet article se concentre sur le développement historique du cours de droit administratif dans l'Empire ottoman. Les sujets abordés dans les premiers exemples de manuels de droit administratif ont été tentés d'être véhiculés.
