Quota policies securing the presence of marginalised groups in decision-making bodies have been adopted across sub-Saharan Africa. These policies are frequently understood through the lens of a pluralist perspective. This stance is not appropriate in African regimes characterised by executive dominance. Through a qualitative study of official documents, newspaper articles and interviews conducted during two field studies in Uganda in 2005 and 2010, this article shows how the understanding of quota policies in Africa may gain from the corporatist debate on interest representation. The analysis reveals that the incumbent National Resistance Movement has employed the reserved seat policy strategically to maintain its dominant position, and that strategies for using the quota system have evolved gradually over time in response to key political events, and the interests of group activists at the local and national levels with vested interests in its survival.
How do voters evaluate women candidates in places where traditional gender norms are strong? We conduct a survey experiment in Malawi to assess both whether citizens discriminate against women candidates and how other salient candidate characteristics—political experience, family status, policy focus, and gendered kinship practices—interact with candidate gender to affect citizen support. Contrary to our expectations, we find citizens prefer women candidates ceteris paribus, and women and men with the same traits are evaluated similarly. Yet, we find two unexpected ways women candidates are disadvantaged in the electoral process. First, we find that citizens prefer candidates who are married with young children, a profile much more common among men than women candidates in practice. Second, we find pervasive qualitative reports of negative campaigning that likely affected citizens’ evaluations of actual women candidates, while not affecting evaluations of hypothetical candidates. We discuss how our results speak to the ways gender biases operate in practice across political contexts.
What does it take for a female aspirant to win a party nomination in a candidate-centered electoral system in an emerging democracy? Three decades after the third wave of democratization hit Africa, we still know little about women's entry into politics in countries without formal gender quotas. In this paper we use qualitative interview data on the nomination processes of Zambia's three main political parties to explore formal and informal aspects of the candidate selection process. A key reason the literature is inconclusive about which candidate selection rules favor gender balance is that these rules tend to be poorly institutionalized, particularly in countries with weak party organizations and strong leaders. Although having local patronage networks may help to garner local support for a candidacy, often the central party leader is the critical decision-maker. Strikingly, Zambia's main political parties tend to nominate the same number of female candidates, suggesting collusion by the political parties. Ultimately, all political aspirants-irrespective of gender-gain bargaining power by displaying personal funds and local popularity. Their loyalty to a particular party is less important.
This article examines the interplay between gendered electoral financing (GEF) and other crucial factors in democratic elections worldwide to determine whether, how, and why these understudied mechanisms help achieve gender balance in national parliaments. Integrating qualitative comparative analysis and minimalist causal mechanism case studies, the sequential mixed methods study of GEF implementation in 31 elections in 17 countries shows that enhanced gender balance is achieved when GEF is combined with several conditions, providing a much-needed financial incentive—payments and penalties—for party gatekeepers and eligible women to change their behavior. In successful cases of top-down GEF implementation, gender quotas combine with a PR electoral system or a 15% minimum of women MPs, a measure developed for this study. Success in bottom-up GEF implementation is unexpected and complex and occurs without a quota. The article ends with a discussion of the research agenda, policy recommendations, and implications for the pursuit of democratic quality.
Traditional leadership often coexists with modern political institutions; yet, we know little about how traditional and state authority cues—or those from male or female sources—affect public opinion. Using an original survey experiment of 1,381 Malawians embedded in the 2016 Local Governance Performance Index (LGPI), we randomly assign respondents into one of four treatment groups or a control group to hear messages about a child marriage reform from a female or male traditional authority (TA) or parliamentarian. In the sample as a whole, the female TA is as effective as the control (i.e., no endorsement), while other messengers elicit lower support (i.e., backfire effects). Endorsements produce heterogeneous effects across respondent sex and patrilineal/matrilineal customs, suggesting the need for tailored programs. Our paper adds an intersectional approach to the governance literature and offers a theoretical framework capable of explaining the impact of state and traditional endorsements across policy domains.
