This paper discusses a research project that attempted to examine selected public institutions' response strategies to a pandemic. The most important research question of the project was the relationship between the pandemic and innovativeness of the sector of public institutions (understood as the desire to introduce new ways of operating, new inter-institutional links, new patterns of relations with stakeholders, etc., resulting from the knowledge provided to individual institutions by functioning under the conditions of the pandemic). During qualitative research we found that the researched institutions' predominant reaction to the challenges of the pandemic was not an orientation towards innovation but a striving to maintain a mode of functioning that is as similar as possible to that from before the pandemic. The innovations made (transition to remote working, simplification of some administrative procedures) resulted from external pressure to a greater extent and internal reflexivity to a lesser extent. The narratives captured in the study about the everyday life of public institutions during the pandemic have three common elements. First, they all focus less on large and spectacular innovations and more on micro-innovations (not treated as innovation, but understood as dozens of micro-improvements, minimal adjustments to existing routines). Second, they all miniaturize the experience of the pandemic, regarding it as events so extreme as to be useless for designing a better institutional order. Thirdly, all the reconstructed narratives are situated in an institutional zone of in-between, which means that they perceive themselves as a transparent medium fluctuating between the state and society and as a subject without influence on the shape of its own functioning. On the one hand, this would depend on the level of civic culture and, on the other hand, on the policy created at the highest levels of the state.
Przedmiotem artykułu jest krytyczna analiza budżetu obywatelskiego ze szczególnym uwzględnieniem jego poznańskiej odsłony z 2013 r. Autorzy rozważają, jakich informacji o priorytetach inwestycyjnych mieszkańców, a także o preferowanych przez nich typach relacji obywatel–urzędnik, dostarczają wnioski zgłoszone do poznańskiego budżetu obywatelskiego. Rozpatrują i komentują prawdopodobne linie krytyki tej formy partycypacji; zastanawiają się także nad ograniczeniami i potencjalnymi ścieżkami rozwoju socjologicznej refleksji nad tzw. zwrotem społecznym. Artykuł zawiera też ocenę formuły budżetu obywatelskiego stosowanej obecnej w Poznaniu w kategoriach jej zdolności do dostarczenia decydentom wyobraźni, wrażliwości i horyzontów inwestycyjnych nieobecnych, bądź mało obecnych w najpopularniejszych strategiach rozwoju miasta, oraz uwzględniania mieszkańców zwykle wykluczonych z podobnych form partycypacji społecznej. W tekście obecna jest także próba zaproponowania warunków, które w większym stopniu sprzyjałyby realizacji za pomocą budżetu obywatelskiego tak sformułowanych celów.
Artykuł jest próbą zastanowienia się nad nowymi zadaniami i funkcjami pracy socjalnej w społeczeństwie, w którym największym wyzwaniem jest już nie tyle walka z wykluczeniem wyrosłym z biedy i ubóstwa, ile przeciwdziałanie wykluczeniu wynikającemu z różnic społecznych, kulturowych i politycznych. Po drugie, artykuł jest próbą spojrzenia na zadania i funkcje pracy socjalnej w społeczeństwie, w którym dominują słabe więzi i które jest w coraz większej mierze „społeczeństwem jednostek” tracących powoli zapał do działań podejmowanych w imię dobra wspólnego.

In the first part of the article are presented the most important reasons for the recent increase in interest in the sociology of everyday life. Some of them are related to the situation in which sociology as a whole finds itself today (for example the interest, typical for the sociology of everyday life, in the processes occurring on the micro-level may be treated as the result of the fears of sociologists about the investigation of increasingly hidden macro-structural processes). The fashion for the sociology of everyday life seems also to be a result of the calculation of sociologists; the sociology of everyday life turns out to be a beneficial theoretical research position, allowing compromise between many traditionally opposing theoretical positions (such as actor-structure, the creation and reproduction of rules for collective order etc.). The attraction of the sociology of everyday life is due to the fact that it gives hope for the modernisation of the “tool kit” of sociology and is an attempted remedy for boredom in the “Post-Modern Sociology”, at least in the sense that it again proposes sociologists to focus attention more on similarities than differences. In the second part of the article, the author concentrates on a selection of the problems with which the sociology of everyday life is faced. The most important of them can be summarised by the question: why do we study everyday life? The answer to this question is an attempt to define three different explanatory models according to which everyday practice is seen as (1) a reflection of phenomena and processes which occur at a macrostructural level, or (2) a preview of macrostructural changes or, finally, 3) an autonomic sphere of social life which cannot be treated as an “indicator”.
