Durante casi tres décadas, la expansión del sistema de producción-acumulación en la Comunidad de Madrid ha tenido lugar en un contexto de carencia de modelo territorial y con una legislación liberal del suelo que ha facilitado la antropización del territorio en búsqueda de ventajas de localización. A través de un análisis del marco regulatorio y de los niveles de competencia espacial, el artículo muestra las condiciones y consecuencias para una expansión urbana que tiene el flujo de capital como principal objetivo.
El barrio de La Txantrea, situado al noreste de Pamplona, constituye un desarrollo de vivienda social que abarca la segunda mitad del siglo XX. Su objetivo, es acoger las grandes migraciones rurales que tuvieron lugar tras la Guerra Civil. Tanto por su antigüedad como por los medios destinados a su construcción, se sitúa a una distancia considerable de los objetivos energéticos y de confort actuales. Como respuesta a este desfase, en 2013, surge el proyecto Efidistrict Fwd. que plantea una renovación de las envolventes de los edificios del ámbito, así como de las redes de calor existentes, habilitándolas para una futura central de biomasa. Desde el Ayuntamiento de Pamplona en colaboración con el Gobierno de Navarra y avalado por la Convocatoria de los Informes de Evaluación de Edificios de Navarra (I.E.E.-Navarra) de 2013, comenzó con su primera fase de ejecución entre los años 2014 y 2017.
