Este artículo tiene como objetivo definir la conformación de Nuevas Ideas (NI) como un partido movimiento en América Latina, que, con base en un movimiento virtual centrado en las redes sociales y el liderazgo personalizado de Nayib Bukele, ha logrado su consolidación como gobierno en El Salvador. Los resultados en las elecciones legislativas y municipales de 2021 confirmaron el protagonismo carismático del presidente Nayib Bukele y el éxito electoral de NI —que se constituye como el partido predominante al controlar la Presidencia, el parlamento y la mayoría de las municipalidades—; ratificaron el declive de los partidos tradicionales; e inauguraron una forma directa de comunicación política vía las redes sociales con la ciudadanía.
El artículo examina la participación política de la mujer como candidata a la alcaldía en las elecciones municipales de Centroamérica, entre 2017-2020. El objetivo es determinar cuánto ha avanzado la paridad de género en las alcaldías de Centroamérica y hacer una evaluación de la implementación de las cuotas electorales a nivel local. Para cumplir con el propósito, se hizo un análisis comparativo y una revisión de la normatividad electoral y prácticas de los partidos políticos. Se encontró que las cuotas de género han contribuido al crecimiento de la representación femenina, pero, salvo el caso de Nicaragua, hay un bajo nivel de inclusión política de las mujeres en la elección de alcaldías, debido a los resquicios normativos y prácticas políticas imperantes. Se propone incluir el mecanismo de paridad horizontal y el mandato de posición para candidatas mujeres a la alcaldía, con el fin de constituir sistemas representativos más incluyentes en Centroamérica.
En este artículo se explica quiénes son y cuál es el perfil profesional y político que tienen las alcaldesas en Centroamérica. Con base en información bibliohemerográfica, y la utilización de tres tipos de perfiles, se encontró que las alcaldesas electas se caracterizan por: desarrollar actividades profesionales, ocupar cargos de dirección partidista y burocrática, contar con vínculos familiares de poder y ser proclives a la reelección; las alcaldesas con poca experiencia tienen como rasgos distintivos haber desarrollado labor partidista y haber ocupado cargos en consejos municipales y gobiernos locales, mientras que las alcaldesas ciudadanas se identifican por su prestigio social y por haber llevado a cabo trabajo comunitario y gestión de servicios.
Se examina el cumplimiento de la cuota de género en tres entidades donde se efectuaron elecciones locales en 2015: Tabasco, Distrito Federal y Estado de México. Con la reciente incorporación de la paridad de género, que exige a los partidos políticos incluir candidaturas del 50% para ambos sexos, se ilustran las prácticas e interpretaciones que hacen los partidos políticos y órganos electorales en la aplicación de dicha medida. Se destaca que en Tabasco se logró la paridad en la integración del Congreso local, en contraste con lo ocurrido en el Distrito Federal y en el Estado de México.
