This paper presents a set of integrated solutions for automation and information technologies and communications with the purpose of increasing the road traffic safety and security, via an intelligent management of sensor data and image fusion. These results were obtained in the framework of several national research programs and finalized in pilot systems, successfully installed and operated in some locations from Romania. The integrated platform for traffic safety monitoring includes a sensing section, equipped with non-intrusive sensors and a camera for data collection, a central dispatching computer and connections with the traffic controllers. It also employs an innovative solution for road signaling field data collection, communication, operation, and management of information (including geographic information) and automatic traffic incident/equipment fault reporting presented to users, via a web portal. The novelty of the system consists in the solutions adopted, including the mobile data collection facilities, available on handheld devices for: (i) field data acquisition and traffic infrastructure information updating and (ii) traveler information via Internet, along the roadways. The components that are integrated result in synergetic effect in service oriented solution for improving traffic flow and reducing congestion in cities, useful for decisionmakers and for citizens.
Urban traffic congestion is a problem in almost all big cities around the world. Traffic management systems have been implemented in various forms, based on different algorithms, each one trying to achieve better performances than the others having the goal to improve as much as possible urban road traffic. In most cities new modules are added on top of the existing ones, trying to improve their performances. Bucharest is a special case, due to the fact that a modern traffic management system was put in place from zero, thus creating a very good opportunity to calculate the benefits such a system can obtain in comparison with the previous situation, where no centralized traffic management system existed.
