The article studies the state and trends in the development of small and medium-sized businesses, tourism and trade, as an integral part of the socio-economic system of the Voronezh region. The analysis of the state of the problem was carried out on the basis of statistical data of the Federal State Statistics Service, financial (accounting) statements of enterprises, data obtained from open sources, including official websites. A survey was conducted among representatives of small and medium-sized businesses in the Voronezh region through an online survey. The problems, risks and opportunities for the development of small and medium-sized businesses, trade and tourism in the Voronezh region are identified based on a SWOT analysis. The current negative situation may be of a long-term nature, therefore, a scenario for overcoming the crisis was developed and measures to support the region's economy were identified. As a result of the study, growth points for the development of domestic tourism were outlined. Reserves have been identified that allow creating conditions for the further development of small and medium-sized businesses in the economy of the Voronezh region. A special role in the way out of this situation is played by the cooperative model of the quadruple helix (science - state - business - society). The concretization of the proposed activities is a debatable issue and requires additional study by the scientific community.
The article studies the importance of the role of the service sector in the Russian economy, as well as the main trends in its development in the context of the world economy. The main features of the concept of "service" were identified and characterized. An analysis of the state of the problem was carried out based on statistical data from the Federal State Statistics Service, data obtained from open sources, including official websites. In the course of the study, the sectors of the Russian economy were aggregated to highlight the share of the service sector in the overall structure. It was revealed that the share of the service sector with a significant gap is the largest in the structure of Russia's GDP. In addition, in a similar way, the shares of the service sector by types of economic activity in the turnover of organizations, in the distribution of organizations, the number and structure of employees were identified. The average monthly nominal accrued salary of workers in the service sector among other aggregated types of economic activity was analyzed. In conclusion, a comparison was made of the structure of Russia's GDP with that of other major states. As a result of the study, the main factors that influenced the positive dynamics of the service sector in Russia were identified. In addition, the reasons for the lowest weight of the service sector in the structure of Russia's GDP compared with the corresponding indicators of other countries under consideration were identified. It has been proven that the role of the service sector in the country's economy is extremely significant and, in general, has a great impact on economic development. In conclusion, recommendations were given that are necessary for the further strategic development of the industry.
