This paper is an attempt to put into perspective some of the debates that surround the question of choosing energy technology priorities primarily on the basis of environmental impact. .,Putting aside the reasonableness of making any choice in the public sector on the basis of a single component, this paper addresses the question of whether such an undertaking is technically possible. As.such, no attempt is made to suggest an energy policy or strategy. Further, this paper is not meant to be an official position of the Department of Energy or the Office of Environment, but is presented as a research piece to improve the quality of our analyses. Although there are several authors listed, not every one of us agreed with every statement; some clearly did not. However, all were contributors.
