De toutes les techniques qui intéressent le forestier, la technique routière est sans doute celle qui a connu depuis vingt ans l'évolution la plus rapide et les transformations les plus profondes. Avant la > dernière guerre, la construction ou la réfection d'une route ne soulevait aucun problème: on appliquait systématiquement le procédé unique de l'empierrement èii macadam à l'eau sur hérisson ou blocage, la qualité de la chaussée étant améliorée sur les grandes routes par un simple enduit protecteur à base de liants noirs.Aujourd'hui on a abandonné à peu près partout le hérisson et on ne réalise plus guère d'empierrement sinon pour l'entretien de chaussées anciennes dégradées. Plusieurs raisons techniques ont., motivé cette désaffection.f ;Tout d'abord la constatation que la chaussée traditionnelle ne correspondait plus aux nécessités de la circulation actuelle : l'accroissement du nombre de véhicules, de ; leur vitesse, de leur pression Sur le £ol, exigeait des chaussées plus résistantes. Ensuite révolution; des problèmes relatifs à la main-d'oeuvre a conduit à rechercher, ; des solutions faisant de moins en moins appel au travail manuel, donc de plus en plus mécanisées. Enfin -c'est là le point dominant -• l'immense développement de la construction routière dans des ipays insuffisamment équipés en ce domaine a mis les techniciens dans l'obligation d'étudier de très près tous les aspects du problème et notamment son aspect économique. Les progrès de certaines sciences telles que la mécanique des sols, la naissance de nouveaux produits d'agrégation, principalement dans le domaine des liants noirs, la nécessité économique de trouver des débouchés pour de nouveaux sous-produits des industries en expansion, tous ces facteurs ont incité les techniciens à s'orienter vers de nouvelles directions convergeant vers un objectif essentiel: l'utilisation des ma-
Class. Oxford 383 C'est la Hongrie qui a été choisie pour cadre de la 9 e session du Comité mixte FAO-ECE-ILO (1) des techniques de travail en forêt et de la formation des ouvriers forestiers. La réunion s'est tenue au début de septembre 1972 à Sopron, à la pointe nord-ouest du pays, près de la frontière autrichienne. Pendant la réunion, s'est déroulé le colloque sur les techniques de construction et d'entretien des routes forestières, qui sera relaté plus loin. Avant la réunion un voyage d'étude avait été organisé, consacré essentiellement aux problèmes d'infrastructure en liaison avec l'exploitation des forêts. NEUVIEME SESSION DU COMITE MIXTE Chaque session est l'occasion de repenser, à la suite de l'examen des résultats des années précédentes, les grandes orientations des différents groupes d'étude du Comité mixte, d'inclure dans les programmes de travaux de nouvelles activités et également de mettre fin à certaines autres : c'est en somme là que sont décidés la politique à promouvoir et les moyens d'action à déployer jusqu'à la session suivante, deux ou trois ans après. Les programmes définis cidessous constituent donc le plan d'action du Comité mixte orienté fermement jusqu'à 1974 et esquissé pour les années suivantes.
