Tujuan penelitian ini untuk menganalisis (1) implementasi sistem Penerimaan Peserta Didik Baru (PPDB) jenjang Sekolah Menengah Pertama (SMP) Negeri secara online di Kabupaten Badung; (2) Kendala-kendala dalam implementasi sistem PPDB jenjang SMP Negeri secara online di Kabupaten Badung; dan (3) solusi untuk mengatasi kendala-kendala dalam implementasi sistem PPDB jenjang SMP Negeri secara online di Kabupaten Badung. Metode penelitian yang digunakan dalam penelitian ini bersifat deskriptif kualitatif. Hasil penelitian menunjukkan (1) Implementasi sistem PPDB jenjang SMP Negeri secara online di Kabupaten Badung dipengaruhi oleh faktor-faktor (a) standar dan tujuan kebijakan; (b) sumber daya; (c) komunikasi; (d) karakteristik agen pelaksana; (e) disposisi implementor; dan (f) lingkungan kondisi sosial, ekonomi dan politik; (2) Kendala-kendala dalam implementasi sistem PPDB jenjang SMP Negeri secara online di Kabupaten Badung meliputi (a) Kendala dari faktor sumber daya terkait keterbatasan SDM yang mumpuni atau menguasai teknologi informasi; (b) Kendala dari faktor komunikasi berasal dari jaringan internet yang tidak merata secara keseluruhan; dan (c) Kendala dari faktor karakteristik agen pelaksana berasal dari kompetensi pelaksana yang masih kurang meskipun sudah diberi pelatihan; (3) Solusi untuk mengatasi kendala-kendala dalam implementasi sistem PPDB jenjang SMP Negeri secara online di Kabupaten Badung meliputi (a) solusi dari faktor sumber daya khususnya SDM bisa dilakukan secara jangka pendek dan jangka panjang; (b) solusi dari faktor komunikasi dengan memperbaiki jaringan internet dan bekerja sama dengan provider internet; dan (c) solusi dari faktor karakteristik agen pelaksana terkait pencegahan kecurangan dengan cara selalu diingatkan secara terus-menerus.
