El objetivo del presente escrito es evaluar el uso de los sistemas de soporte y los de apoyo a la decisión en el área Operativa, Administrativa y Financiera en las empresas Makro y Tenaris Tubo Caribe en la ciudad de Cartagena, Colombia y la manera como estos contribuyen en la mejora de los diferentes procesos de toma de decisiones en ambientes de certeza, riesgo y bajo completa incertidumbre. La metodología utilizada es el análisis descriptivo a partir de las observaciones y la documentación de los resultados en el funcionamiento del sistema de soporte y de ayuda a la decisión en cada una de estas áreas de la empresa. Evaluando a su vez, si las aplicaciones de los diferentes software que manejan responde a una decisión no estructurada, semiestructurada o estructurada según el nivel jerárquico al que pertenece y el tipo de decisión que resuelven, demostrando los avances que han permitido el uso de las TICS. Se concluyó que el uso de las herramientas de soporte y apoyo a las decisión, SSD y SAD en el área Operativa, Administrativa y Financiera en Makro y Tenaris Tubo Caribe, es utilizadas principalmente en el área de gestión; la mayoría de las situaciones que se solucionan a partir del soporte que brindan, son para decisiones estructuradas y semiestructurada, es decir el alcance del sistema que se requiere es de soporte a la decisión no de ayuda, son pocos los casos que se presentan en el nivel estratégico no estructurado.
El Sistema Institucional de Evaluación de los Aprendizajes -SEA- es el conjunto de actores, procesos, recursos didácticos, evaluativos y estrategias, que posibilita el análisis y la toma de decisiones en relación con el estado de desarrollo de las competencias de los estudiantes, a partir de los perfiles de formación y egreso de los programas académicos y las dimensiones de la acción humana declaradas por la USTA -Colombia. El SEA establece tres momentos de evaluación de los resultados de aprendizaje esperados, el momento 1: Inicio busca diagnosticar el nivel de las competencias del perfil de ingreso, el momento 2: Formación evidencia los resultados durante la primera mitad del proceso de formación, finalmente, el momento 3: Egreso pretende establecer los resultados al finalizar el proceso de formación. Este sistema incluye una metaevaluación que permite mediante estrategias la identificación de oportunidades de mejora, a través de protocolo de seguimiento a syllabus, rúbricas diseñadas e implementadas, análisis de resultados de pruebas internas y externas estandarizadas, plan de mejoramiento por programa académico la revisión, instancias de seguimiento, y actividades de validación y fortalecimiento del SEA. Cada programa académico define la planeación de las estrategias a seguir para la implementación del SEA. En el 2021, en el programa académico de Ingeniería Industrial, la evaluación del momento 1 se realizó a través de un instrumento de recolección de información donde se definieron 6 compontes que cubren las competencias del perfil de ingreso. Dentro de los resultados se identificaron falencias en las competencias matemáticas y de comprensión lectora, también facilitó un primer acercamiento a las capacidades de innovación, creatividad y emprendimiento del estudiante. Para el momento 2 se diseñó el instrumento de recolección teniendo en cuenta los espacios académicos que componen las cuatro áreas de formación del programa, encontrando que el área con mayor dificultad corresponde a la gestión organizacional en espacios académicos como Investigación de mercados, así mismo se evidenció que se alcanzan los objetivos del perfil de formación desde el mejoramiento empresarial donde se obtuvo resultados favorables superiores al 80%. Los insumos para la evaluación del momento 3 fueron el instrumento de recolección diseñado, la encuesta de egresados y los resultados del Saber Pro. El análisis de los resultados se realizó con base en las capacidades que se espera tenga el ingeniero industrial USTA al finalizar su programa académico. Se encontró que los resultados de aprendizaje asociados a la investigación se cumplen un 68%. Mientras que los resultados de aprendizaje relacionados a innovar en el desarrollo de productos no logran una puntuación media. El desarrollo de la metaevaluación del SEA permitió identificar los espacios académicos que requieren actualización de syllabus y rúbricas; alinear los resultados de los momentos 2 y 3 con los obtenidos en el análisis de rendimiento académico y las pruebas Saber Pro, para establecer las estrategias de mejora de los propósitos de formación del programa.
